JANUARY 7, 1980 INFORMAL BRIEFI RECORD OF COUNCIL INFORMAL BRIEFIING January 7, 1980 The Informal Briefing of the Council of the City of Virginia Beach, Virginia, was ca"Ied to order by Mayor Patrick L. Standing, in the Conference Room, in the Administration Building, on Monda@', January 7, 1980, at 1:00 p.m. This is the fi-st of Council's r2cently @ipt)roved "Briefing Session". Council Members Present: John A. Baum, F. Reid Ervin, George R. Ferrell, Barbara M. Henley, Claretice A. Holland, Vice Mayor J. Henry McCoy, Jr., Donald W. Merrick, Meyera E. Oberndorf, J. Curtis Payne, Roger L. Riggs, and Mayor Patrick L. Standing Council Members Absent: None ITEM #14625 Mayor Standing entertained a motion to permit Council to conduct an INFORtlAL SESSION to be followed by an EXECUTIVE SESSION for the purpose of discussing the following: 1. Discussion or consideration bf employment, assignment, appointment, promotion, demotion, salaries, discipline or resignation of public officers, or employees of any public body. (Personnel Matters). 2. Investing of public funds where competition or bargaining are involved where, if made public initially, the financial interest of the governing unit would be adversely affected. (Financial Matters). 3. Consultation with legal counsel and briefing by staff members, consultants, or attorneys pertaining to actual or potential litigation, or other legal matters within the jurisdiction of the public body. (Leqal Matters). On motion by Councilman Holland, seconded by Councilman Payne, City Council voted to proceed into the EXECUTIVE SESSION following the INFORMAL SESSION. Voting: 11-0 Council Members Voting Aye: John A. Baum, F. Reid Ervin, George R. Ferrell, Barbara M. Henley, Clarence A. Holland, Vice Mayor J. Henry McCoy, Jr., Donald W. Merrick, Meyera E. Oberndorf, J. Curtis Payne, Roger L. Riggs, and Mayor Patrick L. Standing 01/07/80 2- Council Members Voting Nay: None Council Members Absent: None ITEM #14626 Mayor Standing entertained a motion to defer generally the below listed items which are the items of discussion on this date and authorizing the re-scheduling of these items for action at the most convenient meeting, and to adjourn this meeting. 1. Captain Danny Michaels: Presentation to City Council. 2. Mr. Robert H. Schmidt: Presentation to City Council on the "new" Tidewater Virginia Development Council. 3. Coastal Zone Management Legislation: Discussion of qualifications of membership. 4. Bureau of Refuse Collection: Discussion of new work week proposal. 5. Seawall Enterprises: Overview of development. 6. Master Drainage Plan. Discussion. 7. State Health Department: Discussion of new sewage disposal criteria. 8. Virginia Beach Inaugural Art Exhibition: Discussion. 9. Cable Television Update: Status report on Cox Cabla 10. Council Lunch in Richmond with Legislators: Discussion 11. Arts and Conference Center: Presentation of Logo and name. 12. Tour of Operations Building. 13. Bond Anticipation Notes: Discussion. 14. Sandbridge Road Enterprises: Discussion of applications for use permits. 15. Lone Star Industries, Inc. Change of Zoning: Request for simultaneous advertising of applications for action by Planning Commission and City Council. 01/07/80 - 3- On motion by Councilman Riggs, seconded by Councilman Holland, City Council voted to defer generally the above listed items which are the items of discussion on this date and authorized the re-scheduling of these items for action at the most convenient meeting, and to adjourn this meeting. Standing Council Members Voting Nay: None Council Members Absent: None ITEM #14627 The afore listed Agenda was presented by the City Manager and discussed by Council in the order shown, with the exception of the following items: Number Two - Mr. Robert H. Schmidt was unable to attend due to conflicting schedules. Number Four - Bureau of Refuse Collection was deferred to @he EXECUTIVE SESSION. Number Twelve - Tour of the Operations Building was moved to l@ow the Tour immediately following the EXECUTIVE SESSION. One (1) item was added, Number Sixteen, the Use Permit for Church of the Holy Family. City Council RECESSED into the EXECUTIVE SESSION at 3:10 p.m., and ADJOURNED the meeting at 3:40 p.m., at which time Council was co d on a tour of the new Operations Building.
