APRIL 7, 1977 MINUTES OF THE SPECIAL MEETING OF THE IIONORABLE CITY COUNCIL OF TIIE CITY OF VIRGINIA BEACH, VIRGINIA April 7, 1977 A special meeting of the Council of the City of Virginia Beach, Virginia, was called to order by Mayor Clarence A. Holland, in the Conference Room, in the Administration Building, Princess Anne Borough, on Thursday, April 7, 1977, at 7:30 p.m. Council Members present: John A. Baum, Robert B. Cromwell, Jr., George R. Ferrell, John R. Griffin, Mayor Clarence A. Holland, J. Henry McCoy, Jr., Councilwoman Meyera E. Oberndorf, J. Curtis Payne, Roger L. Riggs, Vice Mayor Patrick L. Standing, and Floyd E. Waterfield, Jr. ITEM #10655 Mayor Holland entertained a motion to permit the council to conduct an informal discussion to be followed by an executive session for the purpose of discussing the following: 1. Discussion or consideration of employment, assignment, appointment, promotion, demotion salaries, discipline or resignation of public officers, appointees or officers of any public body. 2. Investing of public funds where competition or bargaining are involved where, if made public initially, the financial interest of the governing unit would be adversely affected. 3. Consultation with legal counsel and briefing by staff members, consultants, or attorneys pertaining to actual or potential litigation, or other legal matters within the jurisdiction of the public body. On motion by Councilman Ferrell, seconded by Vice Mayor Standing, and by recorded vote as follows: Ayes: Councilmen John A. Baum, Robert B. Cromwell, Jr., George R. Ferrell, John R. Griffin, Mayor Clarence A. Holland, J. Henry McCoy, Jr., Councilwoman Meyera E. Oberndorf, J. Clirtis Payne, Roger L. Riggs, Vice @4ayor Patrick L. Standing, and Floyd E. Waterfield, Jr. Nays: None Absent: None City Council voted to proceed into executive session following the informal discussion. ITEM #10656 The City Manager stated at the informal meeting that Council had asked him the question of: "What if the City did not receive federal impact funds, as anticipated in this proposed budget?. The City @llanager stated that it would be a disaster if the City did not receive the funds. The City Manager introduced Doctor E. B. Brickell, Superintendent of Schools, who explained to Council his proposed budget. Doctor Brickell stated that the danger of losin- the federal funds has diminis.ied greatly. The Budget Committee, appointed by the President, replaced some 83.7 Million back in the Federal Budget which the President had taken out. Doctor Brickell did state, however, th4t if the City did lose the funds it would result in the loss of some 300 teachers; eliminating the transportation system; over-crowded classrooms. Doctor Brickell did state that the School Board has gone over this budget, and the Board recognizes the fact that many of the costs in this budget have been prescribed by the accretation requirements such as if the requirements state you have to spend a minimum of $5.00 per child then you have to spend that $5.00 per child; and when classroom sizes are mandated as they are by law now you have to follow that law. Councilman Cromwell stated that a no tax increase in a budget is very easy to digest, however, Councilman Cromwell asked if there was any thing that is being postponed that will have to be dealt with in a later year? Doctor Brickell stated in the maintenance area where the School Board decided to forego certain items for a year, such as painting the schools, and perhaps two or three personnel positions, however, teaching personnel meet all requirements as does the size of the classrooms.
