(-@@ a_@ @u ' Z@@ j- " P,ichard @Vebbo,, City Clerk issuance of $7 Million of General Obligations Bonds of tile City of Virginia Beach, Virginia from the 1977 Charter Bond Issue of wllich $4 Alillion would be designated as initial partial payments on school construction and $3 Million for engineering costs and utilities whicli are presently under construction. The increasing school population requires the construction of school facilities-for this purpose the City Counoil authorized the School Board to construct a $6.9 Ilillion Junior iligh School in Kempsville. Presently the School Board has two bids ootstanding; one for the construction of Green Run High School in 'the amount of $10.3 Million and White Oak Elementary school in the am@Dunt of $3.3 Dlillion. The three buildings total $20,500,000. The Mayor's Committee on Water and Sewer )Rate suggested a Revenue Bond issue of $9.1 Million to be amortized by the proposed rate increases; of this issue $6.1 Million would be to fuod water and sewer health hazard projects and $3 Million of the pro@eeds of the revenue bond sale would be designated to replace the $8 Million utilized from the $7 Million General Obligation Bond issue presented today. City Council is requested to authorize the City Manager to prepare a Revenue Bond Ordinance to support the $9.,1 Million herein described and for the purposes stated. Authorization and sale of these Revenue Bonds will only finance construction of ptojects through this calendar year, therefore, City Council needs to decide in the immediate future whether funding of future utility project$ will be by revenue bonds, individual referendum or City Charter cha@ge, in this decision the City Nlanager requests the guidance from Counci@ for this purpose: The City Manager requests authority to negotiate f@)r the purchase of "private" public facilities and to employ and enginoer to determine an equitable purchase price, the services of the enginoer to be compensated equally by the seller and the City. ITEM #10458 The City @lanager stated, in the informal session, that last year he recommended to Council the establishment of a "Research Team". The Llesearch Team would be recommending methods and to study and and evaluate various operatioal aspects of the City and possibly methods for improving or adding new ide@ts to the City. The City @Janager stated that the purpos@? of the Automotive Study Report was to point out unnecessary vehicle take-home iise an(I to make recommendations for an overall City policy regarding take-home vehicles. Ms. Patti Phillips, head of the Researcb Team, stated that the Police Department has 184 pieces of equipnient including cars, Broncos, etc; the Fire Department has 145 pieces of equipment incl.uding fire trucks; Erosion Commission has four pieces of equipment, and not all are titled to the City of Virginia Beach; the Schoc)l Board has 500 pieces of equipment including school busses. The ",-eneral City", which excludes the four departments mentioned above, has 660 pieces of equipment including heavy equipment. Ms. Phillips stated that the report covers only passen-er vehicles and light trucks, which amounts to approximately 361 vehicles. Ms. Phillips pointed out that during their interviews and Studies there was no evidence of misuse of the vehicles by any department. When the review first began the Resear(,,h Team requested each person who drove a City vehicle to keep a log as to the number of miles driver each day; the time of day the vc@hicle was used; and the purpose of the trip. The second form given to the person was a questionnaire, with questions such as: 1. Is the vehicle taken home a,t night? Is there a seasonal variation in its uses? 3. Would a compact vehicle be adequate for the work performed? 4. State reasons why you feel it is necessary to take this vehicle home at night. Ms. Phillips further stated that the Resear,h Team recommends the following: 1. Of the 361 vehicles, 191 are being taken home at night, it is recommended that 112 of the 191 no longer be taken home at night 2. Administrative regulations, signed by the City Manager, be written to set guidelines for future use of take-home vehicles. 3. Records that would indicate total current costs on each vehicle be kept as this would be invaluable in determining when the vehicle should be replaced; those that are being misused. 4. City should consider using more compact type cars whenever possible on an exporimental basis as there are going to be certain situations where it is not feasible to use compact cars. Ms. Phillips stated that no City vehicle should be taken home without first check with the City Manager, and the following recommendations should be used to determine if a person is allowed to take home a City vehicle: 1. If it can be shown that the total nurnber of miles driven a day would be less. 2. Employees who must answer emergency calls (calls that happen on a regular basis - not one in several months) 3. Work related function on a regular basis after work. 4. Seasonal take home policy. Ferrell and Vice Mayor Patrick L. Standing It is estimated that when completed, the Navy housing unit proposed for Green Run will generate some 2,000 children of school age. This number will require a new elementary school and will add to the need for a new high school. This increase will cause an emergency situation for the public school system. In order to assist the School Board in responding to the needs of these additional students, City Council voted to adopt the following resolution requesting Congress to assist Virginia Beach in the acquisition of school impact funds available under Public Law 815, or by other means by which such funds may be made available. It should be noted that the Superintendent of Schools has bee, actively pursuing such funds, however, to this date, funding under Public Law 815 has been very limited: The regular meeting of tbe Council of the City of Virginia Beach, Virginia, was held in tbe Council Chambers of the Administration Building of the City on the 14 day of Februar _, 1977. Councilman Baum further stated that there are only 100 acres outside of the Air Station boundaries and only 50 acres inside their boundaries.
