The City Council of the City of Virginia Beach, Virginia, will assemble in
the Administration Building, Princess Anne Station, Virginia Beach, Virginia,
in Regular Session, at 1:00 p.m., on Monday, November 15, 1976, for the pur-
pose of conducting public business and will hear and act upon the following

1. Call to order by the Honorable Clarence A. Holland, Mayor, in the Council
Conference Room.

3. Motion and Roll Call to recess into Informal Discussion and Executive
Session. Upon conclusion of the Executive Session, City Council will
reconvene in the City Council Chambers.

to accept a grant for $1,971.00 from the Virginia Arts and Humanities

8. Letter from the City Manager transmitting the recommendation of the Planning

request of Mr. V. A. Etheridge, City Treasurer, for tax refunds in the
amount of $700.04.
16. Letter from the City Manager recommending that City Council request the
legislators to amend the City Charter to provide that the tax year
coincides with the fiscal year ancl in additio@ that the City Council
authorize the City Manager to advertise for a public hearing to be held
on December 6, 1976.
17. Letter from the City Manager requesting authority from the City Coilncil
to submit a grant application to the Federal Government for such funds
as may be available to the City of Virginia Beach under the Public Works
Employment Act of 1976 in order to provide,immediately,new employment.
opportunities. The projects listed total $12,624,000.
18. Letter from the City Manager citing the availability of land in the soutli
end of the City of Virginia Beach which he proposes to acquire for future
development as a public park. For this purpose,he requests authority from
the City Council to submit a funding request for a Bureau of Outdoor
Recreation Grant from the Department of the Interior for 50% of the funding
for the project. The grant application must be made through the State
Commission of Outdoor Recreation and it is recommended that it be adopted
today in order to have it included on the December agenda of the Commission.
19. Letter from the City Manager recommending that the City of Virginia Beach
enter into an agreement with the Hampton Roads Sanitation District relative
to construction of a trunk force main in the North Virginia Beach area.
Initially, Virginia Beach will finance construction costs, HRSD will re-
imburse the City for all construction costs incurr&d. In the interim,
the HRSD will pay the City 70% of revenues collected from connections
emanating from the North Virginia Beach area. Tliis method of funding is
recommended in order to expedite construction of the sewerage system.
20. Letter from the City Manager recommending that City Council approve tlie
standard water agreement for the subdivision of property of Louis R. and
Ellen B. Jones located at the end of Arrowhead Court (Bayside Borough).
21. Letter from the City Manager recommending that the City Council approve
the following raffle permits:

As Council is aware, the Public Works Employment Act of 1976 pro-
vides to eligible localities 100% funding to expedite public works
programs in order to provide immediately new employment opportuni.ties.
Tlie Virginia Employment Commission and the Federal Economics
Development Agency have determined tilat Virginia Beach is
eligible to apply for this fundi.ng. Overall employment for
the City does not qualify us for tlie grant; however, in certain
selected census tracts in the City, we do qualify to apply for
the funding that necessitates an average of 6.S% unemployment.
Therefore, City Council authorized the City @lanager to submit a
grant application to the Federal Government for such funds as may
be available to the City of Virginia Beach under the Public Works
Employment Act of 1976 in order to provide, immediately, new
employment opportunities. The projects listed total $12,624,000)

WHEREAS, the Public Works Employment Act of 1976 provides Federal
funds to assist political subdivisions of the various States to carry
out public works programs and provide employment opportunities; and
WHEREAS, there are public works projects within this City that
require funding; and
WHEREAS, the Virginia Employment Commission and the Economic
Development Agency have declared that Virginia Beach is eligible to
apply for funding of these projects; and
WHEREAS, the subject public works projects will cost a total of
$12,624,000, of which the Federal government will pay 100 percentum;
and
WHEREAS, the following projects are deemed needed and eligible
for such funds:
Renovation of GEX for the schools $4,050,000
Arts and Conference Center site work 1,500,000
Navy Housing Elementary School 2,298,000
Fire Training Center, Phase 2,
Pendleton Area 580,000

Councilman Riggs requested Council to reco sider the policy fo
Christmas leave for employees.
It was brought to Councilman Riggs attention that the employees
were being given a full day paid vacation on Friday, December 24,
1 9 7 6 .
After considerable discussion, no action was taken on the matter.

COUNCILMAN CROMWELL RETURNED TO CHAMBERS
Mr. Sonny Catlette, President of the Virginia Beach JayCees,
appeared before Council to discuss tlie need of having a skate-
board park at Mount Trashmore.

Councilman Riggs requested the City Manager to study the possibility
of reverting back to a previous sick leave policy whereby an employee
received one sick day per month.
Tlie City Manager stated that statistics have indicated that the
City's present sick leave policy, which is if you are out for
more than three (3) days you must have a doctors certificate, has
worked out better.
The City Manager further stated that if the employee had to earn
one sick leave day per month then that employee would feel that
he should be compensated for sick leave not taken.

Councilman Riggs stated that an article appeared in the Ledger
Star regarding the proposed median strip for Witchduck Road.. The
businessmen in the area are opposed to this median strip, and have,
by petitioii to Council, requested it be deleted from tlie plans to
widen Witchduck Road.

The City Clerk read a letter from Mrs. Frank A. Burns submitting her
resignation from the Virginia Beach Library Board.

On MOtiOn by Councilman Ferrell, seconded by Councilman Riggs,
and by acclamation, the meeting adjourned.
