Consultation with legal counsel and briefing by staff members, consultants, or attorneys per- taining to actual or potential litigation, or other legal matters within the jurisdiction of the public body. ITEtl #11254 @layor Holland stated that on klonday, October 3, 1977 at 6:30 p,m., City Council will hold a dinner meeting with the Virginia Beach School Board. ITEM #11255 Councilman Griffin placed before each Council tlember a summary of the Voluntary Action Center program. The program is to organize and establish an inventory of where volunteer workers are presently being; where volunteers can more advantageously be used; and how to better take advantage of the many people who want to volunteer for community projects. 92 67 7 - 2 - ITEM #11256 The City Manager stated he sent a letter to HUD regarding Fralin and Waldron. Fralin and Waldron will be constructing 154 federally- subsidized housing between Bonnby Road and the toll road. The same criteria exists as in the Green Run housing (water and sewer, when available- improvements, which would be installed by the developer; and no zo@ing changes would be needed). ITEM #11257 The City Manager stated that Landmark Communications has made a request to the City to combine the Standard Metropolitan Statistical Area (SMSA) on both the south side and north side of Ilampton Roads. This would give a population designation of one million people com- bining both Newport News and Harqpton, iorfolk, Suffolk, Chesapeake, Virginia Beach, Isle of Wright, Southampton County, etc., into a SMSA entitled "Norfolk, Virginia Beach, and Newport News." Mr. Hanbury handed out brochures explaining why this would be beneficial to the cities, both business wise, privately and publicly. ITE@l #11258 Mr. Robert J. Scott, Planning Director, appeared before Council in the informal session to discuss the Green Run Land Use Plan. In Green Run there is approximately 1150 acres and approximately 5,998 dwelling units that have been appropriated; however, various changes have been suggested. The City has been requested to change the density in Section B-3, at the intersection of Independence 13oulevard and Lynnhaven Parkivay, at the northeastern intersection, The property is currently designated for high-rise apartments, and the density is from 16 t,o 18 dwelling units, Green Run has requ@sted the density be increased to 30 units per tlere. It was suggested that the property owners appear before the Planning Commission for their review of this matter, and then forward it to Council. ITE,14 #119-59 The City Alanager discussed with Coiincil his business trip to New York regarding the bonds. Tbe City Manager presented a slide presentation that showed even greater diversity in Virginia Beach, not only economically, bilt also diversity in amenities.
