Mayor Meyera E. Oberndorf called to order the PUBLIC HEARING of the VIRGINIA
BEACH CITY COUNCIL for the CAPITAL IMPROVEMENT PROGRAM FY 1990-1991 - 1994-95
in Princess Anne High School, on Thursday, November 1, 1990, at 7:00 P.M.

Mayor Meyera E. Oberndorf DECLARED A PUBLIC HEARING:
CAPITAL IMPROVEMENT PROGRAM
FY 1990-91 - 194-95
The following spoke expressing their concerns relative various issues:
Cheryl Tokac, 1904 Eastborne Drive, Phone: 486-0202, President of the Virginia
Beach Education Association urged the City consider an aggressive building
plan for the City's schools, as well as accelerating the City's road building
plans. Statement is hereby made a part of the record.
John D. Moss, 4021 Glen Road, Phone: 498-0318, advised the Government must
first follow the private sector lead of maintaining customer service, while
implementing spending cuts in both its operating and capital budgets through
cost reduction initiatives. Local Government must reorder its priorities and
listen to the working wage earners and retirees on fixed income rather than
pleading everything is essential. The Public's number one priority in
Virginia Beach is education. Said statement is hereby made a part of the
record.
Ken Turner, 921 Hugo Street, Norfolk, Virginia 23513, Phone: 463-8770,
represented the Back Bay Restoration Foundation. The Foundation is OPPOSED to
the construction of a sewer collection system in Sandbridge and the extension
of Ferrell Parkway to Sandbridge Road. A more aggressive stormwater management
program is essential to preserving the delicate environment. Statement is
hereby made a part of the record.
Daniel B. Diviney, 1048 Belvoir Lane, Phone: 424-3571, President of Lake James
Homes Association. The Association was in OPPOSITION to the portion of the CIP
that contains funding for the Centerville Turnpike Phase 1A Relocation.
Statement is hereby made a part of the record.
Harry Broshie, 431 Timothy Road, Norfolk, 23505, Phone: 423-3593, Candidate for
the House of Representatives, 2nd Congressional District urged the adoption of
a Resolution recognizing the economic crises in the United States. Mr. Broshie
distributed literature which is hereby made a part of the record.
Rae LeSesne, 5325 Thornburg, Phone: 497-8008, President of the Citizens Action
Coalition. The proposed Capital Improvement Program is an expensive and
ambitious program. Mr. LeSesne asked: "Are all the road improvements actually
necessary?"
Pat Henley, 2425 Townfield Lane, Phone: 721-2475, spoke in OPPOSITION to the
building of Ferrell Parkway as Sandbridge Road must be widened. Mrs. Henley
presented petitions in OPPOSITION, which are hereby made a part of the record.
Dr. William Brown, 2232 Sandpiper Road, Phone: 721-5011, represented the
Friends of Back Bay and spoke in OPPOSITION to sewers for Sandbridge and the
$26-MILLION Ferrell Parkway VI and VII. Said statement is hereby made a part
of the record.
Charles F. Earp, 329 Teal Crescent, Phone: 721-7711, fifteen year resident of
Sandbridge. Mr. Earp spoke in SUPPORT of sewers for Sandbridge and the
extension of Ferrell Parkway.
Mark Slawson, 2633 Cove Point Place, Phone: 498-1391, President of Rivercove
Condominiums. Mr. Slawson requested CIP #2-156 be upgraded in priority. This
project should be eight lanes and include the area from Great Neck to First
Colonial.
Don Ashby, 313 Pickerel Lane, Phone: 426-6635, spoke in OPPOSITION to sewers
for Sandbridge and the extension of Ferrell Parkway.

Cheryl Pettigrew, 308 Swordfish Lane, Phone: 426-5221, spoke in OPPOSITION to

Sandbridge Sewers and improvement to Sandbridge Road.
Nancy A. Creech, 2700 East Kings Road, advised the $500,000 included in last

Richard Browner, 780 Lynnhaven Parkway, Suite 465, investment owner in
Sandbridge. The sewer and road projects relate to growth. Mr. Browner
inquire of City Staff relative Sandbridge: (1) The
requested City Council Iled9 (2) Is it possible to
potential of explosive growth, if sewer is insta
rezone property in Sandbridge? (3) How much property is zoned B-4 and can be
developed?
Eugene W. Hansen, 2313 Sandfiddler Road, Phone: 721-6736, Founder and President
of one of the largest investment advisors in Virginia, spoke in OPPOSITION of
the extension of Ferrell Parkway to Sandbridge. Do not bring sewers down
Sandbridge Road; but look for the most economical way to satisfy sewer needs.
Gary Beavers, 328 Teal Crescent, Phone: 426-2839, spoke in SUPPORT of sewers
for Sandbridge.
Linda Anderson, 308 Swordfish Lane, Phone: 426-5481, spoke in OPPOSITION to the
extension of Ferrell Parkway to Sandbridge. These funds can be utilized for
schools. Sandbridge Road should be straightened and the dangerous curves
eliminated.
Linwood Branch, 773 Arctic Avenue, Phone: 428-6141, represented the Virginia
Beach Motel/Hotel Association. As a resident, Mr. Branch pays approximately
$1600 in taxes a year and as a businessman approximately $130,000 a year. The
Atlantic Avenue acceleration will transform the oceanfront into a beautiful
pedestrian area and is the primary goal to revitalize the tourist industry.
One cannot wait until the year 2000 to complete Atlantic Avenue. Continued
business development will provide the means to finance the roads, schools,
libraries and other services needed by the citizens.
Helen McDonald, 2360 Sandfiddler, Phone: 426-6653, re8ident of Sandbridge for
17 years. Mrs. McDonald expressed appreciation for placing sewers and roads
for Sandbridge in the CIP.
Lo Padgett, 237 Convention Drive, Phone: 499-5720, resident of Kempsville,
would prefer to live in Sandbridge. Mrs. Padgett has had a lot for seventeen
years in Sandbridge, which she cannot build upon or sell, but considers
herself an environmentalist and does not mind. Sewers will come to Sandbridge.
Dennis J. Clark, 1108 Geranium Crescent, Phone: 427-2079, resident of Green
Run, spoke relative education. Mr. Clark urged the City invest heavily in
schools.
There being no further speakers, the Mayor CLOSED the PUBLIC HEARING.
