WHERF,AS, the present Virginia Beac-h Jail was constructed in
1947 to serve an agricultural comtni-iiiit@ with a low crime rate and
a population of only 40,000; and,
IiHEREAS, Virginia Beach now has a population of approximately
218,000 and has experienced tremendous urban growth; and,
WHEREAS, our jail faci'lities ar-- rc)w obsolete, inadequate,
ov--rcrowded, in violation of the Building Code and far below the
proper standards for a modern jail as Frescribed by the Commonviealth
of Virginia and other agencies; and,
VIIIEREAS, it has been concluded after thorough study that it
