The regular meeting of the Council of the City of Virginia Beach, Virginia,
was held in the Council Chambers, in the Administration Building, in the
Borough of Princess Anne, on Monday, March 24, 1975, at 2:00 p.m.
The invocation was given by Mr. Richard J. Webbon, City Clerk

the Old Dominion University basketball team for winning the national

Virginia Beach, Virginia, that the basketball team of Old Dominion

in their college league.

MaJor Recreational Equipment. For purposes of this or-
dinance, major recrdational equipment includes travel
trailers, pickup campers or coaches, motorized chqellings,
tent trailers, converted buses or similar devices intended
for usd as tempora@ portable recreational housing, boats
and boat trailers, amphibious houseboats and the like, and
cases or boxes used for transporting recreational equipment,
whether occupied by such equipment or not.

ARTICLE 2, TO INCLUDE SECTION 205
OF THE COMPREHENSIVE ZONING ORDINANCE
OF THE CITY OF VIRGINIA BEACH, VIRGINIA,
REGARDING MAJOR RECREATIONAL EQUIPMENT.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH,
VIRGINIA:
That Article 2 of the Comprehensive Zoning Ordinance is amended
and reordained to include Section 205 as follows:
Section 205. Major Recreatio-nal Equipment
(a) -No major recr@ational equipment shall be parked in any
public street or public right-of-way for more than three
hours.
(b) No such equipment shall be used for living, sleeping or
housekeeping purposes except in locations lawfully
established for such use.
(c) In AG-i Districts, no such equipment shall be parked
or stored in any required yard adjacent to a street nor
closer than 3 feet to any lot line.
(d) Where the principal use of a building is residential,
major recreational equipment shall be stored only as a
use accessory to a permitted principal use.
(e) Where the principal use of a building is commercial,
business or industrial, major recreational equipment
may be parked or stored as accessory uses provided
limitatiohs and requirements of the District are met.
This ordinance shall be effective 30 days from date of its adoption.

A major part of the art in using ci '@zen coi-@.n4ttees lies in the

sensitive selection of iie right peop"ie for the right jobs and then
In giving them only tha'6 job to do. Perscns of prestige and power in
the community are usually gracious about helping an important social
service pr-oject by accepting a connittee assignment. But such people
cannot give their time for an indefinite period and they will not be
happy or useful If asked to do a job which is beneath their level of
ability. This represents a practical concern for the good use of
their time. It is fairly natural for an agency to think o, appointing
an advisory committee and putting on it the educators, cle@gyTren,
social workers, and others who have the kind of knowledge and concern
that is related to the fun,:tion of the agehcy they are to advise.
This is fully appropriate, if the comrrii'tee is to be used T-or genera-,ing
professional advice and guidance on some aspect of the agency's pro-
gram. But, when such people are appointed to a co.T.Mittee that may be
more of a multi-purpose.connittee, such as a permanent advisory committee
is certain to be, it will be found that the experts have limited use-
fulness on the comittee and may even be a handicap to it. A @ro-
fessional who Is ivorking close to the prqblem is not a suitable person
for a committee that has to eventually influence the body ol@ eledted
officials who must-appropriate the money, if the hoped-.@or projects
are accomplished.

Councilman Holland stated that a letter had come to the attention of the
Planning District Executive Committee regarding the Regional Solid Waste
Program. Councilman Holland read the following excerpts from the letter:
'All of the local governments of the SWAV, the
Southeastern Virginia Water Authority, must
approve a concurrent resolution before SWAV
carl become the SPSA, Southeastern Public
Service Authority, a combination of the two.
If one or more of I'liem do not join in the
orderly arrangement cannot I)e accomplished.
A separate solid waste agen(--,y would be re-
quired for those jurisdicti(ins desiring it ------
The level of participation into either operation
would be negotiated by each local government as
the program commits. The otily confirm commitment
at the outset is the sharing of the Administrative
Staff cost, which ivill remain minimal. The minimal
share assures niembership, membership assures the
opportuni-ty to r)ar'licipate ,ben the program is
implemented.'
The City Manager stated that he had received a report from Mr. Foeller
concerriing SWAV. Mr. Hanbury stated he wiil include in the next Council
docket the report from l@Ir. Foeller.

League of Cities Conference in Atlanta Ge,)rgia, and after talking to
other members of the League congratula;ed tjr. Hanbury and his staff
