That in supplyin.@ water to consumers along the said proposed mains the City of Norfolk will supply the sarne only frorn its surplus supply, and that in no event shall there be any obligation on the part of said City to supply water to any consurners along the proposed rnains at any time when, in the judgement of the Council of the said City of Norfolk, the said City shall not have sufficient supply for use within its corporate lirnits, or whenever 'he supplying of said water shall interfere with the discharge of the duty of said City to supply water to its own inhabitants. 6.
