"HONORABLE MEMBERS OF CITY COUNCIL
In accordance with the City Charter, Section 3. 06, the City Code,
Section 2-21, and by the authority vested in me as Mayor of the City, I
hereby call a SPECIAL FORMAL SESSION of the VIRGINIA BEACH
CITY COUNCIL, Tuesday, 18 August 1998, at 2 PM in the Council
Conference Room, City Hall Building.
The purpose of this Special Session is to consider Ordinances
authorizing the issuance of General Obligation Bonds, subject to approval
of the qualified voters, re:
a. Modernization, renovation and/or reconstruction of Public
School Buildings
b. Modernization, renovation, reconstruction and/or construction
of Public Library Facilities
After adjournment, City Council will convene its regularly scheduled
Workshop at 4 PM

AN ORDINANCE AUTHORIZING THE ISSUANCE OF
GENERAL OBLIGATION BONDS OF THE CITY OF
VIRGINIA BEACH, VIRGINIA, IN THE MAXIMUM
AMOUNT OF $57,500,000 FOR THE PURPOSE OF
FINANCING THE MODERNIZATION, RENOVATION AND/OR
RECONSTRUCTION OF PUBLIC SCHOOL BUILDINGS,
SUBJECT TO APPROVAL OF THE QUALIFIED VOTERS
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
1. It is hereby determined to be necessary and
expedient for the City of Virginia Beach to modernize, renovate
and/or reconstruct its public school buildings, including
seventeen (17) of the City's oldest elementary schools, which will
promote the public welfare of the City and its inhabitants and
will facilitate the orderly growth and development of the City, and
to finance the costs thereof, along with funds from other sources,
through the borrowing of $57,500,000 and issuing the City's general
obligation bonds therefor.
2. Pursuant to the Charter of the City of Virginia
Beach and the Public Finance Act of 1991, there are hereby
authorized to be issued general obligation bonds of the City in the
maximum amount of $57,500,000, to provide funds, together with
other funds that may be available, for school projects for project
activities that include, but are not limited to the following:
preliminary studies, preliminary surveys, permit compliance,
environmental assessment, planning, design, engineering, site
acquisition, utility relocation, modernization, construction,
renovation, expansion, repair, demolition, site improvement, site
work, legal services, inspection and support services, furniture
and equipment, and contingencies.

appropriate petition and order, with the Circuit Court of the City
of Virginia Beach, Virginia, which is hereby requested to order an
election, pursuant to §§ 15.2-2610 and 2611 of the Code of Virginia
(1950), as amended, to be held on November 3, 1998, to submit to
the qualified voters of the City the question of the issuance of
the bonds provided for herein.

A SUBSTITUTE MOTION was made by Councilman Jones, seconded by Councilman Heischober to

$118.3-MILLION over an eight year period on a pay-as-you-go basis utilizing Charter Bonds and State
funds for the purpose of financing, renovation and/or reconstruction of Public School Buildings which will
require an increase in the City's real estate tax rate of no more than 1.2 cents per $100 of assessed value
which will appear in the Operating Budget.

Alternative "G" is described as the "bricks and mortar" option.
Marcie Sims, Director- Public Libraries, advised with the latest revisions provided, construction of the last
building (Kempsville Library renovations) could be concluded in 2003/2004 or 2005. The construction
schedule would be lengthened according to the amount of the Referendum. The City has no choice but to
invest in electronic resources. The information age is overwhelming. The number of visitors have been
reviewed and it has been determined that assuming every customer requests assistance, approximately 2
minutes can be spent with each customer. V~ith the new technology, the visitors need more attention than
the library can give.
Mr. Block suggested another alternative, "H", adding Sunday service hours all year for 5 sites to the "G"
alternative. This would equate to an addition of .2¢ for a total tax rate increase of l. 7¢

In accordance with the City Charter, Section 3.06, the City Code, Section 2-21, and by
the authority vested in me as Mayor of the City, I hereby call a SPECIAL FORMAL SESSION
of the VIRGINIA BEACH CITY COUNCIL, Tuesday, 18 August 1998, at 2 PM in the
Council Conference Room, City Hall Building.
The purpose of this Special Session is to consider Ordinances authorizing the issuance of
General Obligation Bonds, subject to approval of the qualified voters, re:
