his intention to call a Spedial Heeting of the City Council of the
City of Virginia Beach, Virginia, at 11:0,0 a.m., on Tuesday,

Princess Anne Station, Virginia Beach, Virginia. The purpose of this
meeting is to receive bids on the proposed bond issues of the City

Mr. Lawrence Wales, representing J. C. Wheat & Company, financial consultants
for the City of Virginia Beach, recommended that the City Council accept the
bid of The Northern Trust COmpany, United Virginia Bant:/Statc' Planters for the
$16,000,000 bonds [$9,000,000 School Bonds, Series of 195'2 A; $4,000,000 Water
and Sewer Bonds, Series of 1.972; and $3,000,000 Public Improvement BOpldS, Seri
of ].972] of the City of Virginia Beach with an interest rate of 5.0949%, which
was the lowest of the bids submitted.
On motion by Councilman Cromwell, seconded by Councilman Gardner, and by
recorded vote as follows'

This is to advise you ihat Mayor Donald H. Rhodes indicated it was
his intention to call a Special Meeting of the City Council of the
City of Virginia Beach, Virginia, at 9:00: a;m., on 'Friday,
September 1, 1972, in the City Council Chambers, MunicipaI Center,
Princess Anne Station, Virginia Beach, Virginia. The purpose of this
meeting is to comply with the requirements of the Bond Attorneys, who
require th'at the Mayor for the City shall be elected effective
September 1, 1972, in that the bonds issued by the City will carry
a facsimile of the new Mayor's signature. Furthermore, the City
Council as required by the City Code, will elect a permanent Vice
blayor

Circuit Court presided over the Special Meeting of City Council for the pur-
pose of electing a Mayor and Vice Mayor.

Mr. Fentress opened the floor to nominations for the election of a Mayor of
the City of Virginia Beach.
Vice Mayor Ervin made a motion, which was seconded by Councilman Malbon, that
the name of Councilman Robert B. Cromwell, Jr. be placed in nomination.
Councilman Waterfield made a motion, which was seconded by Councilman Callis,
that the name of Mayor Donald H. Rhodes be placed in nomination.
On motion by Councilman Payne, seconded by Councilman Waterfield, and by recor
vote as follows:
