SEPTEMBER 22, 1975 MINUTES OF THE SPECIAL MEETING OF THE HONORABLE CITY COUNCIL OF THE CITY OF VIRGINIA BEACH, VIRGINIA September 22, 1975 Special Meeting of the Council of the City of Virginia Beach, Virginia, was held in the Council Chambers, in the Administration Building, in the Borough Princess Anne, on Monday, September 22, 197S, at 7:00 p.m. he invocation was given by Mr. Richard J. Webbon, City Clerk. Councilmen present: John A. Baum, Robert H. Callis, Jr., Robert B. Cromwell, J] Vice Mayor George R. Ferrell, Charles W. Gardner, John R. Griffin, Clarence A. Holland, J. Henry McCoy, Jr., Mayor J. Curtis Payne, Patrick L. Standing, and Floyd E. Waterfield, Jr. (Mr. Waterfield arrived at meeting at 7:1S p.m.) Councilmen absent: None ITEM #8852 The City Clerk read the following notice: City of Virginia Bcach Septe~er 19, 1975 The Honorable Mayor Members of the Council Gentlemen: In accordance with the Code of the City of Virginia Beach, Section 2-9, I hereby request a Special Meeting of the Council of the City of Virginia Beach to be held in the Council Chambers, Administration Building, Municipal Center, Princess Anne Station, Virginia Beach, Virginia, at 7:00 p.m., Monday, September 22, 1975, for the purpose of discussing a personnel matter. Baum, Robert H. Callis, Jr., Robert B. Cromwell, Jr., Vice Mayor George R. Ferrell, Charles W. Gardner, John R. Griffin, Clarence A. Holland, J. Henry McCoy, Jr., Mayor J. Curtis Payne, Patrick L. Standing, and Floyd E. Waterfield, Jr. Nays: None Absent: None ' :ity Council voted to adjourn into Executive Session at 7:15 p.m. ITEM #8854 Council reconvened into special session at 8:45 p.m.; with all members of Council being present, Mayor Payne read the following statement by City Council concerning allegations in reference to the Police Department: "For the past two weeks, allegations have surfaced concerning the Police Department and its alledged "spying" on private citizens. At Council's request~ a thorough investigation of these charges has been made. After listening to the report of Mr. George L. Hanbury; after discussing the situation with Chief W. W. Davis, Major Richard C. Davis and members of the Intelligence Division; after reviewing affidavits and other pieces of "evidence," we find that there is no foundation of truth to support these allegations. We support fully the activities of the Police Department in its continuing program of maintaining the public order and crime prevention. Personal notes were made by Detective Joseph C. McCormick of the Virginia Beach Police Department in pursuit of a law enforcement degree at a local ~llege. We are assured that there are no official police files concerning e personal business of community leaders with Italian-American surnames.
