Mayor Oberndorf recognized Mary Ann Graham, Chief of Business Services, United States Coast Guard, who has requested to be the Mayor's "shadow "for three (3) days. Mayor Oberndorf said she was a bright articulate young lady and a sterling example of the fine individuals employed, promoted and nurtured by the Coast Guard. Assistant City Attorney Randy Blow distributed a revised resolution. Mr. Blow advised: Lines 59-60 and 112-113 shall be amended: (b) $1,350,000 to CIP #1-218, Kempsville Meadows Elemental_ School Modernization; Council Lady Wilson inquired relative the schedule of modernizations. Bayside Sixth Grade Campus was not an original project. It became more time-sensitive when a huge overload of children was created with the merging of two campuses. Council Lady Wilson believes this $1,350,000 was to be utilized toward the Bayside addition. The City Manager shall provide information. Mayor Oberndorf advised Dr. Jenney, Superintendent of Schools, spoke with the Mayor's Youth Council. Representatives of the Bayside Middle School were in attendance and voiced their concerns relative the over crowding. Council Members Eure and Branch met with Dr. Jenney and members of the School staff who reviewed the report of modernizations. The difference between the amount projected in the modernization program, including all the lottery proceeds, was approximately $134-MILLION. Cost overruns to-date are approximately $875,000, which is very good The staff is preparing a report for City Council on December 12, 2000, relative the modernization and revenue sharing formula. Councilman Branch advised their role as Liaisons was to track the financing issues. Councilman Jones requested a representative of the School Board address the issue of Bayside. Council Lady Henley referenced the $1,200,000, to reducepurchase of replacement buses in the FY 2000/2001 Operating Budget. The City Manager advised the School Board is purchasing 50 buses and attempting to get into the routine schedule of the 12-year replacement cycle. Relative the funds within the budget for the placement of the buses, representatives of the School Board will respond during the Formal Session. The applicant has requested DEFERRAL until the City Council Session of December 12, 2000, to revise his plans to address concerns of property owners in the surrounding areas. Council Lady Eure inquired relative the Board of Zoning Appeals ' variance to decrease a required 15-foot buffer to five feet on the eastern border where the property abuts residential zoning. Steven White - Planning, advised this is a buffer reduction which was part of the application on June 13, 2000. The building itself will still be 15feet away from the residential area. A reduction in the width of the landscape buffer is required as part of the stormwater facility is located within the buffer area. ITEM # 4 7360 K. 4. November 14, 2000 -6- CITY COUNCIL COMMENTS 11:53 A.M. ITEM # 47363 Mayor Oberndorf referenced Council Lady Parker's suggestion that City Council review the major high finance projects and that they meet informally for approximately ~ day to determine priorities and examine the recommended financing, i.e. Convention and Conference Center, Expansion of Marine Science Museum, Stormwater Management fees and Open Space. Council Lady Henley suggested a meeting be scheduled in January. Council Lady Eure requested the Agricultural Reserve Program be included for a review of the funds which will be expended, how this fits in with the reduction in income from the State and its impact, Councilman Branch inquired relative the Five-Year Forecast Joint Meeting with the School Board. The City Manager advised the date has not been scheduled Councilman Branch believes these issues shouM be scheduled in proximity. The City Manager advised the Governor's Budget will be available after December 19, 2000. Januaryl 6, 2000, will be tentatively scheduled an informal meaningful dialogue of the above projects. ITEM # 47364 Mayor Oberndorf accompanied the Director of Economic Development and others to New York for the Governor's Report to Industry. While there, Mayor Oberndorf visited St. Vincents Catholic Medical Center of New York. Mayor Oberndorf met the nurses who worked with the deceased (Maryann Dono, Mary Ann Going, Kathleen Mollick-Kelly and Joan Ellen Walsh). One nurse was in charge of the premature infants. As the staff is very close, almost like family, Mayor Oberndorf couM understand why four individuals would be so desperately missed. Mayor Oberndorf told St. Vincents' personnel she was there on behalf of the City Council and citizens of Virginia Beach to once again express the City's sorrow. A nursing student scholarship fund, with tax-exempt status, has been established For one week, the New York Times ran the pictures and story of the four nurses tragic deaths in Virginia Beach. Mayor Oberndorf will receive a letter from Saint Vincents relative this fund and suggested the assistance of the Virginia Beach Hotel/Motel Association as well as others. The police officers and fire fighters volunteered to drive the hospital personnel to the wakes and back in time, as all personnel could not be absent at the same time. The Executive Director said this brought New Yorkers together and made an extraordinary difference. ITEM # 47365 Councilman Mandigo complimented the City staff relative the Open Space Report on November 7, 2000. This was a very comprehensive report and was presented very professionally. The staff did an excellent job in synthesizing the opinions and comments of the public. November 14, 2000 -7- ITEM # 47566 Mayor Meyera E. Mr. Pittman is not only an outstanding athlete, but a great ambassador of Virginia Beach to Japan in December 2000.. Steve was accompanied by his wife, children, his mother-in-law and father. Mayor Oberndorf presented a warm-up suit and running attire, bearing the City Seal of Virginia Beach. Steve has been second in the competition each year. The Marathon this year is 26 miles. The City Clerk advised Steve takes "leave without pay" from his work each year to participate in the Marathon. Ken Jessup - representing the Disabled Community, will be accompanying Steve. The plan is funded from current operations at the discretion of the School Committee. Employees with three or more years of service are eligible for participation and are fully vested for all contributions. Contributions to the simplified employee pension program totaled $20,000 and $17,006 for the years ended July 31, 1999 and 1998, respectively. See accountant's review report. THE FRIENDS SCHOOL NOTES TO FINANCIAL STATEMENTS NOTE 10 - RELATED PARTIES The Friends School is affiliated with and in the care of the Virginia Beach Friends Meeting, a religious organization. A majority of the School Committee Members are members of the Virginia Beach Friends Meeting. In connection with the sale of a portion of the School's land in 1984, approximately one acre was transferred to the Virginia Beach Friends Meeting in order to conform with the city zoning requirements. Substantially all of the School's buildings and improvements are located on this property. As part of the agreement, the Friends Meeting entered into a long term lease agreement with the School, whereby the School is leasing the land for $10 per year until 2083. NOTE 11 - CAPITAL CAMPAIGN AND FACILITY EXPANSION The school began a capital campaign, "Campaign for Friends", for the purpose of raising $1 million to expand its existing facilities during 1998. Contributions of $247,293 have been received through July 31, 1999. Preliminary building costs and campaign expenses totaling $23,414 have been incurred to July 31, 1999. The balance of $248,903 including investment income is reported as a temporarily restricted net asset. The school has committed to begin construction on the classroom building portion of the project in late 1999. Total costs of this portion of the project are expected to be $600,000 to $700,000. The Friends Center portion of the project is currently being designed and will be started as contributions are received and cash flow permits. It is anticipated that some interim financing will be necessary during the construction period. NOTE 12 - THINGS UNLIMITED LEASE AND PROPERTY PURCHASE The school purchased the Things Unlimited property in August 1998 for $325,000. The sellers' provided financing in the amount of $325,000. The note provides for interest payments only at 9.5% for the first five years. Interest payments totaled $28,302 for the year ended July 31, 1999. Prior to the purchase, Things Unlimited leased the premises. Rental expense for this operating lease totaled $3,207 and $44,743 for the years ended July 31, 1999 and 1998, respectively. Schools are now undergoing a evaluation of secondary school capacity (Middle and High Schools). The evaluation of the high schools is in relation to the redrawing of the boundaries for the new Landstown High School. An A & Efirm will be hired to evaluate the scope of a classroom additions (12, 16 & 20) at Bayside Middle. The selection of the A & E firm will be determined by the School Board on December Fifth. Hopefully, in February, the evaluation will determine the need for additional classrooms. Vickie Lewis, Chief Financial Officer - Virginia Beach Schools, advised relative replacement of school buses. Department of Defense dollars were received which are a supplement to Impact Aid. These funds are normally received in late Fall; however, they were received in June. There was a $1.2-MILLION "hole" in next year's Operating Budget. Bus replacement was at a base line of $1.5-MILLION. Therefore, bus replacements will be derived from the the $1.2-MILLON in Reversion Funds rather than through the Operating Budget.
