AUG 25, 1958 VIRGINIA~ The regular meeting of the Board of Supervisors of Princess Anne County, was held in the Supervisors' Room, at the Clerk:s Office, was adopted on motion and the following Resolution and seconded Whereas the Ara Corporation desires to install a water system in the Subdivision of Pinewood Gardens of the Lynnhaven Magisterial District in Princess Anne County~ beginning at an existing 16-inch main in the Virginia Beach Boulevard (U.S. Rt. 58) at its inter- section with Yorktown Avenue; thence running a 10-inch main south- erly along Yorktown Avenue to its'intersection with Lynnhaven Road (Va. All Board Members were present~ Present were Mr. E. L. Wood and Mr. d. C. Ivins, Supervisors of the Virginia Dare Soil Conversation District; Mr. Conservation, SCS, Mr. C. M. O~ones, Watershed Party Leader, SCS, Mr. E. Cockrell, dr., County Agent for Princess Anne County, Mr. R. L. Crouch, Exec ive Officer, State Soil ~ Commission. Colonel Holmes rea~and explained a report of the Soil C~xz'erce!i~ services regarding drainage of the Back Bay area of Princess Anne County, he then read and explained a comparative report made by the U. S. Fish and Wildlife Service. After listening to the -.??~7~;~d~ of the technicalities and inter)reting the differences in costs a motion was made by Mr. Whitehurst of Pu~o ~st~ct and seconded by Mr. Snyder of Blackwater ~strict to adopt the proposed drainage plan of the Vir~nia Dare Soil Con~~st~ct which proposes the draining of the Back Bay area of Princess Anne County by the use of the Seaside Neck Canal, the Oakum Creek C~al and the Mill Dam project. Unanimously approved. R E S 0 L U T I 0 N WHEREAS, the Board of Supervisors of Princess Anne County by Resolution of January 21, 1957 and the Council of the City of Norfolk by Resolution of January 29, 1957, agreed for the construction of the Larrymore Elementary School subject to certain conditions con- tained in the said respective Resolutions including the acquisition of land necessary to complete the extention of Johnston's Road (also known as South Halprin Drive) into Little Creek Road by the County of Princess Anne with the costs of such acquisition, by purchase, condemnation or otherwise, to be borne by the City of Norfolk; and WHEi~EAS, the City of Norfolk has associated Richard B. Kellam as attorney to assist the city in instituting the necessary condemnation proceedings for the acquisition of the said property, now owned by Emory L. Oliver. NOW THEEEFORE, be it resolved that the Board of Supervisors do and hereby does, authorize the institution of such condemnation proceedings in its name as may be necessary to acquire title to land to extend Johnston's Road (also known as South Halprin Drive) in a northerly direction into Little Creek Road by t~e City of Norfolk and its attorneys acting on its 'behalf with all costs of such proceedings and of the land to be acquired to be borne by the City of Norfolk. The application of W. D. Hobbs, Jr., for a use permit to construct a sewerage disposal plant in "Pinewood Gardens", Lynnhaven Magisterial District, at a certain location named in his application was considered after hearing objections from numerous residents in the area and engineers and counsel for the applicant, and after the Board was informed that a petition in opposition had been signed by approximately 1100 residents; and it appearing to the Board that the place where the affluent from the proposed plant would be discharged is a Iow marsh land and not a free flowing body of water which would carry off the discharge, that obnoxious odors, pollution and health hazards would he created, and that residential property values would be adversely affected; Upon motion made by Mr. Darden and seconded by Mr.~~~ it was unanimously resolved that the said application for a use permit in the particular location ~eught be denied.
