At a meeting of the Board of Supervisors of Princess Anne County~
held in the Supervisors' Room of the Clerk's Office on April 28~ 1958.
On motion of Mr. ~~ and duly seconded by~r.
~~ the following resolution was adopted.
WHEREAS it is proposed by Princess Anne County, at the request of
Shoreline Corporation and G & S Corporation to install water mains in the
subdivision knownas "Lake Shores Section 4~ Part 2~'~ Princess Anne County~
Virginia~ which mains are to be 3150 feet in length~ of 6 inch diameter pipe~
along the streets of said subdivision as follows:
Along Regina Lane from Meredith Road to School Road and along Greenhouse
Road for its entire ±engt~ and two fire hydrants at locations shown on water
plan filed with the Board.
NOW~ THEREFOr, BE IT RESOLVED that the City of Norfolk be~ and it
is hereby requested to make a connection of the proposed water mains and hydrant
with the present water mains of said City at or near said designated site~ and
upon the completion of the installation of the proposed mains and hydrant~to
supply water to consumers residing thereon~ it being expressly understood and
agreed that the supplying of said water by the said City shall be upon and
subject to the f~ng terms and conditions~
1. That the said water mains and hydrant shall be installed in
accordance with the specifications of the said City of Norfolk and to the
satisfaction of the Director of Public Works of the said City.
2. That the water so supplied through said mains to consumers shall
be at the same rate now or hereafter charged by the City of Norfolk to consumers
beyond the limits of said City similarly situated.
3. That all ordinances of the City of Norfolk and all rules and
regulations of the Division of Water Supply of the said City~ now or hereafter
adopted and put into effect~ relating to the furnishing of water~ shall apply
to the supplying of water through the said proposed mains.

4. That the said City of Norfolk shall be under no obligation
to furnish more water than its distribution system as now laid~ with the
pressure carried~ will deliver into said mains, and if the said supplying
of water shall not be in accordance with the standard service the said City
of Norfolk shall not be held responsible in any way.
5. That in supplying water to consumers along the said proposed
mains the City of Norfolk will supply same only from its surplus supply~
and that in no event shall there be any obligation on the part of the said
City to supply water to any consumers along the proposed mains at any time
when, in the judgment of the Council of the said City of Norfolk~ the said
City shall not have a sufficient supply for use within its corporate limits~
or whenever the supplying of water shall interfere with the discharge of the
duty of said City to supply water tQ its own inhabitants.
6. The title to said water mains and nydrant shall~ from and after
its installation, be and remain the property of the City of Norfolk as part
of its water system provided~ however~ that in the event the City of Norfolk
shall at any time permanently discontinue supplying water through said mains,
then title to said mains shall revert to the County.
7. That for every fire hydrant installed at the request of Princess
Anne County, a rental payment of One hundred dollars ($100.00) a year for
each hydrant shall be paid to the City of Norfolk.

CONTRACT FOR THE ESTABLISHMENT OF A VIRGINIA
BEACH-PRINCESS ANNE COUNTY REGIONAL LIBRARY
SYSTEM
WHEREAS, Sections 42-5, 42-6, 42-9, and 42-10 of
the 1950 Code of Virginia, as amended, provide for the establish-
ment and maintenance of a regional free library system under a
contract between the Board of Supervisors of a county and the
Council of a city, and the designation of the Treasurer of one
of such political sub-divisions to act as custodian of funds
provided for this purpose;
NOW THEREFORE, the County of Princess A~ue acting
through its Board of Supervisors and the City of Virginia Beach
acting through its Council, each being a political sub-division of
the Commonwealth of Virginia, in consideration of the mutual benefits
of a regional free library system in the areas for which they are
the respective governing bodies, do hereby establish a regional
library to be known as the Virginia Beach-Princess Anne County
Library, and agree:
1. That the Treasurer of the City of Virginia Beach be
the custodian of such funds as have already been designated and
such funds as may be provided in the future for the expenses of
operating the said library.
2. That the management and control of the regional
library system shall be vested in the Board of Trustees of the
said library and shall consist of five members, one of whom shall
be the Superintendent of Schools for Princess Anne County and
Virginia Beach, two of whom shall be residents of the County of
Princess Anne, and two of whom shall be residents of the City
of Virginia Beach, and the appointments shall be made by the Judge
of the Circuit Court of Princess Anne County, in accordance ~i~.~.
Section 42-9 of the 1950 Code of Virginia, or any amendment thereof.
3. That the expenses of operating the said regional
library system shall be contributed in proportion 'to thirty cents
($.30) per capita by the County of Princess Anne and sixty~nts
($.60) per capita by the City of Virginia Beach, the populations
of the County and City to be determined according 'to the most
recent United States Census.
4. That the respective governing bodies of the said
County and said City are expected to appropriate sufficient funds
for the support of a library which shall at least meet the minimum
public library standards of the State Library Board.
5. The Board of Trustees shall provide library services
to the County and City in a fair and equitable proportion.
IN TESTIMONY WHEREOF, the said County of Princess Anne
has caused this contract to be executed on its behalf, duly
authorized, and its seal to be affixed and attested by John V.
Fentress, its Clerk, and -the City of Virginia Beach has caused 'this

OhM ay 14, 1958 the Virginia Department of Highways will conduct a Public Hearing
based on an Engineering Report by Whitman, Requerdt, and Associates, Consulting
Engineers, prepared for the purpose of establishing the location, design, and
construction of U.S. Highways 64 and 409, which is to be the first phase of the
Norfolk Freeway of the Virginia Interstate System at a projected cost in excess
of 45 million dollars.
Basically these roads will originate in the vicinity of the Norfolk Naval Base
and the Willoughby-Hempton Tunnel, proceeding cross-country to Azalea Garden Road
and Military Highway; then' entering Princess Anne County in the vicinity of the
City Waterworks, overpassing Virginia Beach Boulevard near Thomas's Corner South
to a point South of the Norfolk Drive-in Theatre. At that point, a spur will be
constructed to connect with the Military Highway and Virginia Beach Boulevard.
Construction South and West [-rom this point will embody a spur going to down-town
Norfolk and the continuance of the main road of the Interstate System (Rt. 64)
proceeding Southerly across the Eastern branch of the Elizabeth River, parallelling
the Military Highway and continuing along a parallel course to Bowers Hill. $purs
will also project into South Norfolk, and the Portsmouth Navy Yard.
Representatives of the State Highway Department have consulted with County and
City officials, as well as the Southeastern Virginia Regional Planning Co~nission
in preliminary talks. It was ascertained that the system ~ould not be constructed
in event a connection could not be made with the Willoughby-Hempton Tunnel System
where a traffic volume of approximately a million and one-half vehicles per year
cross into the Norfolk areas It was also reported that the Norfolk area is de-
signeted as a point of origin for the Interstate System; the consultants reveal
that this reasoning results in the presence of large military establishments in
the area.
The County Planning Commission has carefully studied the matter and respectively
recommends that the Honorable Board of Supervisors endorse in principle the
Engineering Report at the Public Hearing to be held by the State Highway Depart-
ment; however, the Planning Co~mission is unable to recoa~nend the establishment
of Highway 64 at its present location through Princess Anne County, and
~9~,,- HEREBY request that further study be given to this section; and,
,* / HEREBY makes the following observations and recommendations:

The overall facility between the Naval Base, Bowers Hill, and Portsmouth
appears to be a loop connectir~ one govermnental installation with another. Since
no plans beyond this point are available, the ~i~e. ton can only conclude that the
Highway through the Norfolk Metropolitan area 1-g essentially a military highway
constructed to connect military installations. If this be true, a restudy should
be made of the overall project.
At no point in the report is there mention of the proposed bridge and
tunnel facility connecting Kiptopeke and the Bayside section of Princess Anne County.
The Regional Planning Commission has consulted w/th the Chesapeake Bay Ferry Com-
mission and accordin~ to the Ferry Commission*s engineerin~ studies a traffic
volume in excess of one million six hundred thousand vehicles will use this facilit
the first year of its operation. ' "'~' Y
The C~li'ii~.r requests that this factor be intro-
duced and given through study. Assuming Chat the Bayside-Kiptopeke Bridge-Tunnel
be included or become a connecting spur, a relocation of that section located in
Princess Anne County to the East is recommended. This would tend to serve the
traffic volume from Kiptopeke and would result in the construction of highways
through undeveloped areas resulting in more miles of highway per dollar. The over-
all impact of this construction will be widely felt and will greatly affect the
conditions and property values, and will contribute to the economy of the Princess
Anne-Virginia Beach area.
