ITEM ii 4902 7 The Ctty Manager advised the development of an Indicator System ts necessary to measure progress towards the achtevement of the Ctty Council's strategic objectives The pubhc wtll be tnvolved tn the development of these tndtcators Thts ts an ambttlous project and one whtch not many ctttes have attempted SI-BILLION is expended by the City and we should be able to advise the citizens whether it is working. Susan Walston, Chtef of Staff advtsed an indicator system ts bastcally destgned to assist showtng both government and communtty leaders how the City ts progressing toward thetr estabhshed goals These also serve as an aid tn decision making The City's indicator system ts tn response to the vision "Community for a Lifetime". Some of these tnchcators may be tmpacted by factors outstde government's control and thus may serve as an educatton and tnformatton factor to provtde a sense of trends and quahty of hfe tn the community Indicators were researched tn other communtttes Comments were sohctted from the worktng groups which have been part of the Strategic Planning effort and drafted an tntttal tnternal set of tndtcators Catheryn Whttesell, Dtrector of Management Servtces, serves as Ltatson wtth the Chtef of Staff and ts taktng thts system back to the Executtve Staff These indicators integrate well wtth the economic indicators and performance measures. A Multi-DepartmentalAdvisory Committee was created, charred by Steve Johnson who guided the project Paul Harrts ts Chatrtng a Technical Committee, whtch ts comprtsed of representattves from all the Ctty departments who gather and analyze the data and brtng them forward tnto the system Data has been collected on all the proposed tndtcators Drafts proposed on each of the Indicators are betng revtewed by staff to deptct the linkages and the inter-relationships. The Term-Sheet is not intended to be a legally binding agreement, and all commitments outlined are subject to City Council and the Commonwealth of Virginia's ("Commonwealth") future appropriation. The policy implications associated with this Term-Sheet are outlined in the attached Policy Report that was presented to City Council on November 27, 2001. o City will provide for site improvements associated with a major initiative for the strategic plan of TCC as outlined in the attached Policy Report. . TCC agrees to provide, in a timely fashion and in a format suggested by the City, its annual request for capital funding. . The appropriation process of the Commonwealth involves the appropriation of funds for both maintenance and operation of the Virginia Beach Campus, and for construction of its buildings. It is understood and agreed by TCC that the City shall be bound and obligated hereunder only to the extent that funds shall be appropriated and budgeted for particular projects pursuant to Article VII, Section 10 of the Constitution of Virginia and subject to appropriation by City Council. . The appropriation process of the Commonwealth is summarized in the biennial budget bill. The biennial budget bill typically provides, in pertinent part: "Expenditure for land acquisition, site preparation beyond five feet from a building, and the construction of additional outdoor lighting, sidewalks, outdoor athletic and recreational facilities, and parking lots in the Community College system shall be made only from appropriated Trust & Agency Funds, including local government allocations and appropriations, or the proceeds of indebtedness authorized by the General Assembly.." . Both parties agree to coordinate lobbying efforts with the General Assembly delegation and the new Governor for inclusion in the State's capital program. o The City may provide funding for site acquisition and site preparation beyond five feet from the campus buildings provided that there are sufficient funds appropriated by the Commonwealth for the campus buildings for the purposes requested. 7. TCC will be responsible for ensuring that the design, construction, and inspection of site improvements shall be performed in accordance with state procurement code and state and local regulations. TCC agrees to provide appropriate documentation to the City verifying that City- provided funds were expended for the intended purpose. This documentation may include, but shall not be limited to, copies of bids, contracts, and final payments. In furtherance of the City's plan for the Princess Anne Commons and TCC's strategic and master plans, the City also agrees to use its best efforts to purchase properties or obtain an option for the properties labeled as Parcel A, Parcel B, Parcel C, Parcel E, Parcel F and Parcel G as outlined on a map entitled Tidewater Community College (Appendix D map prepared by the City's Center for GIS). Due to imminent development potential, the City will use ~ts best efforts to purchase Parcel E during FY 2001-2002 With the adoption of this Policy Report/Term-Sheet, City Council will be forwarded an Agenda Request/Ordinance appropriating funds for this purpose. The City will use its best efforts to purchase Parcels F and G during FY 2002-2003, and Parcels A, B, and C during FY 2003-2004. Once the City acquires title to any one of the parcels enumerated above, the C~ty will effect a transfer of title to the State Board for Community Colleges.
