MINUTES 1956AT AN ADJOURNED MEETING OF lqtE BOARD OF SUPERVISORS OF PRINCESS ANNE COUNTY, VIRGINIA, HELD 3anuary 13, 1956. The following resolution was presented for adoption: RESOLVED, that whereas D. J. Vaughan has relinquished his office as County Treasurer as of December 31, 1955, and has been succeeded by V. Alfred Etheridge as County Treasurer, as of 3anuary 1, 1956. lhe checking account in the VIRGINIA BFJ%CH office of %he NATIONAL BANK OF GC~I~ERCE, with a balance of $3,423.02 and no checks outstanding, is hereby authorized to be changed from COUNTY OF PRINCESS ANNE, VIRGINIA, By D. J. VAUGHAN, TREASURER to read 8s COUNTY OF PRINCESS ANNE, VIRGINIA, By V. A,~ ETHERIDGE, TREASURER, effective as of January 1, 1956, and that no checks bearing the signature of the outgoing treasurer are to be charged against the said account. The said bank is requested to send all future statements, paid checks, notices, etc., dealing with the said account to the new treasurer, P~incess Anne, Virginia. ~he said bank is requested to amend or execute a new escrow agreement for the safeguard of county funds on deposit in the said bank, naming the new treasurer as replacing the outgoing treasurer where recited in the agreement. VAUGHAN, TRHASUR~R to read as . COUNIY OF PRINCESS ANN~, VIP~jINIA, By V. A. FENTRESS, CLERK D.( TO THE BOARD (F SUPERVISORS CF PRINCESS ANNE COUNTY: The undersigned Committee appointed by the Board of Supervisors of Princess Anne County to ma_We a preliminary study of proposed plans for sewage disposal which will arise from the con- tinued expansion of the Building Program in Princess Anne County, respectfully reports that it has made a study of the provisions of the law and the problem' at hand. It is apparent to the Comm~ttee that in the fast growing areas of the County some means, other than septic tanks, is necessary for the disposal of sewage. We feel that the problem is of grmat im- portance to home owners, developers, and to the County. We must select a plan or plans which will be suitable to all areas. There is immediate need in parts of Lynnhaven and Kempsville Districts, where there exists the great expansion in home building. To assist us in trying to reach a solution, we have obtained advice from some persons fsmiliar with the collections, treatment and disposal of sewage. We believe that it will be necessary to first determine whether a sewage collection and treatment system should be established and operated by (1) the County Board of Supervisors, or (2) a sanitation authority, or (3) more than one sanitation authority in the County, or (4) by the developers of the va'rious housing projects. Each of these methods have merit, advantages, and disadvantages. We believe that be- fore any decision can be made as to which plan or method should be followed, a determination should be mede of the types of operations in other localities similarly situated. To attempt a solution of the problem with the information available to the Cca~ittee, or to the Board of Supervisors, might prove very unsatisfactory. The method which might be adopted for use today probably would be inadequate tomorrow. It is therefore apparent that before any determination can be made or action taken, any Committee or Board studying the problem should have the advice and recommendations of persons experienced and qualified in this field. Your Board should make available to the Committee studying the problem, the services of a competent engineer who would make a survey of the Lynnhaven and Kempsville areas immediately preparing for development, and where development is contemplated in the immediate near future. Such engineer should advise the type and kind of sewage collection and treatment best adapted to the locality. Your Board will be particularly interested in the future operation of the treatment plants, and what to means and regulations are necessary/be taken to assure future operation, as well as the prospective cost and by whom to be paid. With the desire to render the services requested, this Committee feels that without the proper information, any recommendations which it might make would be of little value. SECTION 2. ~e initial purposes of the Authority shall be to accept such systems the cost of construction of which shall be w~11y or partially borne by any developer acceptable to the Authority and conveyed to the Authority by such developer. The initial projects to be undertaken by the Au- thority are: ~ :~, Kempsville Manor Further projects may be undertaken by the Authority by subsequent ordinance or resolution of the Board of Supervisors, after public hearing, and with or without a referendum. SECTION 3. That the Articles of Incorporation of the Princess Anne County Water and Sanitation Authority, in substantially the form set forth in SeCtion 6 of this Ordinance, shall be executed on behalf of the County of Princess Anne by the Board of Supervisors of said County and the seal of said County shall be affixed thereto and attested by the Count~ Clerk. The Chairman of the Board of Supervisors and the County Clerk are hereby authorized, em- powered and directed to do all things necessary and appropriate to create said Authority under the provisions of the Virginia Water and Sewer Authorities Act. No member shall be appointed for a term of more than four years. Should one or more additional political subdivisions join this Authority, each of such joining political subdivisions khall have one member on the Board. The first of such members shall be appointed immediately up- on the admission of the political subdivision into the Authority for a full term of years equal to that fixed for the other members of the Board. No member of the Board shall be appointed for a term longer than four years. The mem- bers of the Authority shall elect one of their number Chairman of the Autho- rity and shall elect a Secretary and a Treasurer who need not be members of the Authority. The offices of the Secretary and Treasurer may be combined. A majority of members of the Authority shall constitue a quorum and the vote of a majority of members shall be necessary for any action taken by the Autho- rity. No vacancy in the membership of the Authority shall impair the right of a quorum to exercise all the rights and perform all the duties of the Autho- rity. The l~rincess Anne County Board of Supervisors may by ordinance or resolution provide for the payment of compensation to the members of the Autho- rity and for the reimbursement to each member of the Authority of the amount of his actual expenses necessarily incurred in the performance of his duties. The loader con- trol levers are in a natural easy-to-reach work-position. The following pages of this booklet deal with work-producing features that provide a bigger pay load with less down time on a wider variety of jobs. Patented pry-over-shoe break-out produces a digging or pry-out force ranging from 8,500 lbs. on the 6K3 to 2?,200 lbs. on the 18K3 compared to a normal 3,000-9,000 lifting capacity. This tremendous digging force is actually easier on the tractor than the lower lift out capacities, because use of the simple lever principle is employed, transmitting the force into the ground, rather than putting it on the tractor. A simple illustration is in the removal of a rock imbedded in the ground. This tremendous power is accomplished by a reverse cylinder action. Greater power is gained for pry-out by the hydraulic pressure pushing on the face of the piston with the greater area. At the same time greater speed for dumping is provided because less oil is needed to move the piston in the opposite direction because of the volume displaced by the piston shaft as shown in diagram. The bucket is from 26 to 38 inches closer to the tractor in "B" than in "A." ADrott Skid- Shovel can handle a bigger pay load because of its patented pry-over shoe action along with bucket roll-back and ground level trans- portation of the load on the loader shoes. An extra heavy duty double bottom bucket of truss-like construction has been developed by Drott to stand up under the powerful pry- out action. Resists bending, common to other buckets. Maximum protection without interfering with service or cleaning is provided by heavy duty radiator and pump guard. The pump can be serviced or replaced without removing the entire guard. Dirt is easily removed from the radiator. Replaceable guide plates for the loader pushbeams reduce rear bearing and pin wear to a minimum and keep the entire mounting tight. A magnetized oil gauge stick in the hydraulic oil tank collects such metal particles that are too minute to be filtered by the screen. These are removed by wiping each time the oil level is checked. Valve enclosure for cleanliness and protec- tion. The Drott closed hydraulic system was origi- nated many years ago. This feature is in- corporated in all Skid-Shovels. OiL ,pa,LB ~ 1 For maximum protection while servicing, a simple easy to use safety bar is supplied. This is kept in the loader tool box ready for im- mediate use. For greater support and less bearing and pin wear, all pins are firmly supported on both ends by yoke-type construction. The push- frame is a welded box section with inner re- inforcing at points of strain. All hinge points are fitted with hardened steel pins and bush- ings which are replaceable. The close fitting counterweight is supplied in order to maintain a proper balance point on the tractor when the bucket is loaded to capacity. If the tractor is to be equipped with rear mounted scarifier, winch, or power con- trol unit, the counterweight need not be purchased. Three valves are standard equipment on all models. Only two are used in the bucket operation, but the third is used for operating the top grab arm when the loader is equipped with our materials handling rack attachment. It can also be used for operating a rear scari- tier, hydraulic scraper, etc. The operator can control the bucket cutting angle to within a fraction of an inch by using the indicator mounted on the left bucket con- trol cylinder. It also aids him in bulldozing with the bucket in the fiat position as recom- mended. For safe, convenient storage of the operator's tools, service equipment, and safety bar, a large tool box with hasp is incorporated into the left hand carrying frame. The Hydro-Spring is another Drott Exclusive. Its function is to absorb the terrific hydraulic shocks normally encountered in front end loaders. This is done by incorporating the Hydro-Spring into the part of the hydraulic system that supplies oil to the lifting side of the main lift cylinders. The Hydro-Spring itself is a hydraulic cylin- der enclosed in a coil spring. Any shock force opposing the force of the hydraulic system tends to displace oil from the lift cylinders. The forcibly displaced oil is channelled into the Hydro-Spring cylinder, thereby extending the cylinder and compressing the coil spring. This action absorbs and cushions the shock. When the shock has been dispelled, the re- leased spring returns the cylinder to its nor- mai position. Slusser-McLean Farm T erracer The Slusser-McLean Terracer is designed for use with farm type tractors. It is equipped with a standard grader moldboard and cutting edge. The "1" beam tongue comes directly to the center of the moldboard. The pull is equally dis- tributed between this point and each end of the half-circle channel. This prevents bending or twisting the blade and affords a direct pull from tractor to cutting edge. The moldboard is held in any desired position by a positive lock mechanism mounted on the tongue. Various angles of cut are accomplidmd by engaging the lock pin in different holes in the channel haft-circle. The depth of cut is controlled with levers in convenient reach from the operator's platform. While designed primarily for terracing this is a valuable tool for ditching, leveling, constructing lanes, making stock ponds and cleaning barn and feed lots. On the road it can be used for cleaning ditches, trimming shoulders, leveling gravel, removing snow and other maintenance work. That the said City of Norfolk shall be under no obligation to furnish more water than its distribution system as now laid, witl~ the pressure carried, will deliver into said mains, and if the said supplying of water shall not be in accordance with the standard ~ervice the said City of Norfolk shall not be held responsible in any way. 5. Ihat in supplying water to consumers along the said pro- posed mains the City of Norfolk will supply the same only from its surplus supply and that in no event shall there be any obligation on the part of the said City to supply water to any consumers along the proposed mains at any time when, in the judgment of the Council of the said City of Norfolk, the said City shall not have suf£icient supply for use within its corporate limits, or ~%enever the supplying of said water shall interfere with the discharge of the duty of said City to supply water to its own inhabitants. 6. That for every fire hydrant installed, at the request of Princess Anne County, a rental payment of One Hundred ($100) Dollars a year for each hydrant shall be paid to the City of Norfolk. W~-~AS, it is proposed to install, a sewer system from the eastern corpor- ate boundary of the City of Norfolk, eastwardly along Broad Creek Road to the property of Smith-Douglass Company, Incorporated, and on said property, located in Princess Anne County, Virginia, as shown on the plat identified as / for the purpose of serving the office building of said corporation, and it is de- sired to connect said sewer system with the sewer system of the City of Norfolk at the eastern corporate boundary of the City of Norfolk in Broad Creek Road; and WHE~FAS, the City of Norfolk is willing to permit said desired connectio~ to be made on the conditions hereinafter set forth; and WI~REAS, it appears that a special assessment will be levied against said office building, or the owners thereof, to an extent sufficient to warrant the payment hereinafter set forth by the County to the City of Norfolk; NOW, THE~IEFOBE, BE IT ~ESOLVED: 1. That the City of Norfolk is hereby requested to permit the sewer system proposed to be installed from the eastern corporate boundary of the City, eastwardly along Broad Creek Road to the property of Smith-Douglass Company, Incorporated, and on said property, located in Princess Anne County, for the purpose of servin~ the office building of Smith-Douglass Company, Incorporated, to be connected with the sewer system o£ the City of Norfolk at the eastern corporate boundary of the City of Norfolk in Broad Creek Road, such connection to be permitted by the City on the following conditions: (a) That portion of the sewer which extends along Broad Creek Road shall be installed in accordance with plans and specifications approved by the Director of Public Works of the City of Norfolk. (b) Said sewer system in said subdivision shall be installed and maintained and connected with the sewer system of the City of Norfolk at no cost or expense to said City. -2- (c) All ordinances of the City of Norfolk now in effect or hereafter adopted pertaining to sewers and sewage shall apply to said sewer system and to the handling of sewage through the same. (d) Princess Anne County, or someone for it, shall pay to the City of Nor- folk the sum of ~75o00 per annum for said office building, occupied or not, which is served directly or indirectly through the connection of said sewer system with the sewer system of the City of Norfolk, said payments to be made on or before cember 31st of each year for said office building, as aforesaid, assessed for taxa- tion by the County on January 1st of such year, or during such year. In the event that the annual rate of ~75o00 for said office building, as herein prescribed, is increased by the Council of the City of Norfolk, then Princess Anae County, or some- one for it, shall pay to the City of Norfolk such increased rate. (e) If said office building shall be annexed by the City of Norfolk, the annual charge herein provided for with respect to the units so annexed, shall, as of the effective date of such annexation, cease and terminate. 2o That, in consideration of the City of Norfolk permitting such connection, Princess Anne County hereby agrees that it, or someone for it, will comply with the conditions hereinabove set forth.
