stgntficant growth tn its older adult population One of the ways the Ctty responded to this change was
through the formatton of a "Senior Housing Committee "to review housing tssues of relevance to the Ctty's
sentor ctttzen populatton The Commtttee was charred by Counctl Members Henley and Parker The
commtttee met from November 1996 through Aprtl 1998 to revtew dtfferent houstng opttons The Ctty's
zontng ordtnances concerntng sentor housing were also revtewed and updated to reflect changes tn the Ctty
and tts growtng older adult population At the conclusion of this process, the Commtttee tssued a
comprehenstve report that provtded detatl tnformatton and recommendations concermng semor houstng tn
Vtrgtnta Beach Andy Friedman and Sharon Prescott -Houstng and Netghborhood Preservatton, were
unable to attend This Department plays a very tmportant part tn keeptng tndtvtduals tn thetr homes as long
asposstble wtth various funding mechamsms and tmplementatton of programs The Tax,4 batementprogram
ts an tmportant component of thts mechamsm There are three porttons to the Sentor Tax Abatement
program Exoneration, Freeze, and Deferral June Thtrtteth ts the deadhne for apphcattons to be ehgtble
for the program for the next year Ctttzens must requahfy each year Ordmance AS REVISED, to AMEND
the City Code re exemption or deferral of real estate taxes for the elderly or disabled persons by tncreasmg
tncome and net worth hmtts was ADOPTED, on May 14, 2002 The Ctty's Sentor Housing Commtttee
reconvened tn Aprtl 2002 to assess how semor housmg needs and resources had changed smce the
Commtttee last met tn 1998 The Semor Houstng Analysts was formulated tn two parts The Commtttee also
sought to tdenttfy any new tssues whtch mtght be important to constder regardtng senior housing tn Vtrgtnta
Beach, tn anttctpatton of the future growth of the agtng populatton tn the Ctty A new approach was
developed whtch would allow older adults and thetr famthes to restdent together on the same restdenttal lot
through the use of "Flex Suites" Thts report was produced tn July 1997 The other portton of Sentor
Houstng encompasses the multt-use component This component was produced tn Aprtl 1998 There are
three dtfferent types of multt-famtly houstngfor Semors Independent, Asststed and Nursmg Home A "gap"
analysts model was utthzed to determtne the gaps tn programs and servtces offered

Preservatton, and gave the Sentor Houstng Presentatton Mr Frtedman was out of town on Ctty bustness

Mary DeGrouche advised Vtrgtnta Beach restdents, whose tncome ts below $855 per month and who reqmre
asststed hvtng care, quahfy for an "Auxiliary Grant" from the State These grants supplement the
mdtvtdual's mcome, and provide a maxtmum retmbursement of $833 per month to those asststed hvtng
facthttes wdhng to accept th~s type of payment Most asststed hvmg facdtttes have monthly rates
substanttally htgher than the Auxthary Grant rates and they have not parttctpated tn thts program
Councd Lady Henley advtsed of 108 residents who have quahfied for these grants, only 25 have been able
to findplaces to restde tn the Ctty The other 83 tndtvtduals have had to move to other locahttes More than
75% of residents who quahJy for Auxthary grants have to leave famdy, frtends and thetr communtty tn order
to obtam needed care

Development Authority netted approxtmately $300,000 to $400, O00 from a land sale The City's current
agreement requtres 95% of the funds come to the Ctty to decrease the debt of the Development Authortty
However, tf te 95% of these funds are remttted to the Ctty, the Authortty wtll actually be tn the "hole ", as
there ts a real estate commtsston tnvolved Vice Mayor Sessoms requested the Ctty Manager and Ctty
Attorney prepare a "stmple" Resolutlon for the Ctty Counctl Sesston of June 25, 2002, stattng any funds
recetved by the Development Authorttyfor the next ntnety (90) days be held in the Development Authortty's
account
The newly elected Ltatsons and the staff wtll work wtth the Ctty Manager, Ctty Attorney and the Development
Authortty to brtng back recommendations acceptable to the Ctty Counctl
Counctlman Branch requested the Ctty Manager provtde background tnformatton relative the relattonshtp
of the Vtrgtnta Beach Development Authortty to the Ctty Counctl and a htstory of monetary obhgattons of
the Authortty from the 1970's and 1980's

Beach's program for preservmgfarms and ttmberland from development (Agricultural Reserve Program
ARP) raises sertous questions Last July, three people sold 80-plus acres of ttmberland that they had
tnhertted tn southern Vtrgtnta Beach They recetved $169,000 Seven months later, the CtO2 Counctl agreed
to pay the new owner $860, 708 over the next 25 years tn exchange for hts promtse never to develop the
property Counctlman Man&go referenced concern of a constttuent Counctlman Mandtgo suggested
announcements re the ARP be sent to property owners wtth thetr tax btlls advtstng of thls program
Counctl Lady Henley advtsed a very tmportant part of the ARP ts the volunteer program The Department
of Agrtculture, espectally the "potnt "person, Melvtn Atktnson, has been aware the program ts voluntary,
