49785 (Continued) Supply and Affordability Recommendations The Ctty Manager should constder each apphcatton for support of Federal tax credtts as to whether tt meets counctl-defined criteria for Fire safety and populatton served 10 Councd should constder supply and affordabdtty crtterta and mclude approprtate requirements prtor to granttng requests for tax-exempt status, and tn the approval of requests for the tssuance of tax exempt bonds Mary DeGrouche advised Vtrgtnta Beach restdents, whose tncome ts below $855 per month and who reqmre asststed hvtng care, quahfy for an "Auxiliary Grant" from the State These grants supplement the mdtvtdual's mcome, and provide a maxtmum retmbursement of $833 per month to those asststed hvtng facthttes wdhng to accept th~s type of payment Most asststed hvmg facdtttes have monthly rates substanttally htgher than the Auxthary Grant rates and they have not parttctpated tn thts program Councd Lady Henley advtsed of 108 residents who have quahfied for these grants, only 25 have been able to findplaces to restde tn the Ctty The other 83 tndtvtduals have had to move to other locahttes More than 75% of residents who quahJy for Auxthary grants have to leave famdy, frtends and thetr communtty tn order to obtam needed care June 18, 200 -7- CITY COUNCIL COMMENTS 3:35 P.M. ITEM # 49 786 Vtce Mayor Sessom and Counctlman Jones are Ltatsons to the Virginia Beach Development Authority The Development Authority netted approxtmately $300,000 to $400, O00 from a land sale The City's current agreement requtres 95% of the funds come to the Ctty to decrease the debt of the Development Authortty However, tf te 95% of these funds are remttted to the Ctty, the Authortty wtll actually be tn the "hole ", as there ts a real estate commtsston tnvolved Vice Mayor Sessoms requested the Ctty Manager and Ctty Attorney prepare a "stmple" Resolutlon for the Ctty Counctl Sesston of June 25, 2002, stattng any funds recetved by the Development Authorttyfor the next ntnety (90) days be held in the Development Authortty's account The newly elected Ltatsons and the staff wtll work wtth the Ctty Manager, Ctty Attorney and the Development Authortty to brtng back recommendations acceptable to the Ctty Counctl Counctlman Branch requested the Ctty Manager provtde background tnformatton relative the relattonshtp of the Vtrgtnta Beach Development Authortty to the Ctty Counctl and a htstory of monetary obhgattons of the Authortty from the 1970's and 1980's ITEM #
