MANA GEMENT PLAN FISCAL YEAR 1999-2000 OPERA TING B UDGET AND FISCAL YEAR 1999-
2000 THRU2004-2005 CAPITAL IMPROVEMENT PLAN at Princess Anne Htgh School, on Thursday,
April 15, 1998, 7. O0 P.M.

Mayor Oberndorf DECLARED A PUBLIC HEARING:
RESO UR CE MANAGEMENT PLAN
FISCAL YEAR 1999-2000 OPERA TING BUDGET
AND FISCAL YEAR 1999-2000 THRU 2004-2005 CAPITAL IMPROVEMENT PLAN
The following citizens were registered and shared their concerns:
Dean DaSilva, Firefighter, Phone: 431-3728, Firefighters Local 2924, 3419 Virginia Beach Blvd. B-3,
additional personnel for f ire fighters
Fred Green, 316 Teal Crescent, Phone: 426-6867, President of the Sandbrtdge Civic League, appreciatton
for new fire station tn Sandbridge; however, opposed to movtng tt out of the Sandbrtdge communtty
Frank Hudgtns, 2405 Sandfiddler Road, Phone: 426-6913, represented Sandbridge Rescue Squad and
Sandbridge Boosters, expressed apprectatton for the replacement statton tn Sandbridge
Melody Copper, 3501 Vtrginus Drive, Phone: 486-0202, President- Virginia Beach Education Association,
requested full fundtng of the School Board budget at the Revenue Funding Formula.
Alison DeForge, 2124 Hedgelawn Way, Phone, 427-2717, Eighth grade student, requested a hbrary in the
Princess Anne Corrtdor.
Leah Hulbert, 1316 Whisper Drive, Phone: 481-0108, Second Grade Student- Norfolk Academy, spoke tn
support of additional hbraries.
Al Wallace, 4601 Chippendale Court, Phone. 497-2187, expressed apprectation for resctnding the 'phone
fee, requested City Council carefully scruttntze the School Boad budget to identify funding shortfalls,
which effect students.
Beecher Henderson, Henderson Markettng Group, 3129 Glastonberry Drive, Phone: 268-2340, referenced
the costs of $3,269, 350 (heattng/Cooling City buildings excluding Schools) and $1,146, 675 (gasoline and
dtesel fuel for City owned vehicles) over a 3-year pertod and distributed tnformatton relative the
Environmental Fuel Saving Catalyst "Atom Reactor", also recommended low cost computers.
Ron Morrison, 4845 Barrywood Road, Phone: 681-6337, spoke tn OPPOSITION to the School budget
Children should be the responsibihty of the parents, not the government. All Virginians should be
responsible only for the bastcs of education All other endeavors of the School system should be the
responsibility of the parents, not the State. There should be equality of taxpayer funds among students.
Mary Puryear Butler, 3300 Doncaster Road, Phone: 340-3300, advised education should be the prtority.
Ltbraries and Recreatton Centers are apart of education Mrs Butler expressed regret relative resctnding
50 cent 'phone fee.
Gad Conley, Member, Board of Directors - Three Oaks Homes Association, represented Coalition of
Civic Leagues in the General Booth Corridor, Phone: 468-5106. Mr. Conley spoke relattve completion of
Ferrell Parkway in the Courthouse area. Mr Conley urged the constructton of a library in General Booth
Corridor.
There being no further speakers, Mayor Oberndorf CLOSED THE PUBLIC HEARING.
