The Virginia Beach Council of Civic Organizations reiterates its
position on the reapportionment which it expressed to Council in
its letter of September 24, 1991.
The CCO position continues to support the democratic principle of
"one man-one vote" and in c6nsumation of this principle believe's
reapportionment must incorporate:
1. Equal population boroughs with variation of no more than
10%.
2. The election of a borough councilperson by the voters of
that borough. The CCO believes this is no responsibility and
accountability unless this principle prevails. A councilperson's
position is often lost in anon~ty because he or she reports to
no group. His borough need not elect him. Furthermore, there is
no point in developing a borough with a significant minority
population if councilpersons be elected at large. The minority's
voice would be lost.
Aside from these two overiding principles, which it believes are
the issue of democracy, the CCO supports the present eleven
member council which incorporates:
1. Seven members elected from equal population boroughs
2. Three (3) councilpersons elected at large which provides
minorities another opportunity (in addition to borough election
of a councilperson) to seek a city council seat.
3. The Mayor elected at large
The CCO feels that any reduction in the number of councilpersons
would make it too easy for a special interest to gain unqualified
council control.
To incorporate seven equal population boroughs with at least one
with significant minority representation and still maintain a
borough compact and contigious, the CCO presents the enclosed
proposed plan for reapportionment. This plan follows current
voting precinct boundaries. It believes that the exor~inant
expense of developing new precinct boundaries is not justified
and will produce very little difference. Virginia Beach has
integrated its minorities very successfully and the CCO believes
that any unreasonable redistricting would be a major step back-
ward. This plan provides a significant minority percentage in
the Bayside Borough.
