AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF 28TH STREET, AND A PORTION OF AN UNNAHED ALLEY OR LANE BETWEEN 28TH AND 29TH STREETS, CENTRAL PARK PLAT, CITY OF VIRGINIA BEACH, VIRGINIA WHEREAS, proper notice that COLONIAL STORES INCORPORATED would make applic - tion to the City Council for the City of Virginia Beach, Virginia, to have the hereinafter described portions of 28th Street, and an unnamed alley or lane between 28th Street and 29th Street, both closed, vacated and discontinued as a street and alley respectively in the Central Park Plat in the City of Virginia Beach, was duly posted; and WHEREAS, as the property owners abutting the said street and the said alley or lane to be closed have requested the same; and WHEREAS, application was made to the City Planning Commission and to the City Council and, pursuant to the statutes in such cases made and provided, the Council appointed Viewers who have reported to the Council that no incon- venience to the public or to private individuals would result from such closings, vacating and discontinuance; subject to provisions that the applicant provide adequate drainage easements when development takes place; and NOw. THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH, VIRGINIA: SECTION ONE: That the said portion of 28th Street, and the said portion of the unnamed alley or lane, both hereinafter described, are hereby closed, vacated and discontinued as public thorough- fares of the City of Virginia Beach, Virginia, both of said parcels of land not being needed for public use and travel: PARCEL 1: That portion of 28th Street commencing at the west intersection of Arctic Avenue and running approx- imately 490 feet westerly to the eastern intersection of Baltic Avenue. PARCEL II: An unnamed 20-foot alley or lane, whose north side COlmnences 140 feet south of the southwest intersec- tion of 29th Street and Arctic Avenue, and which runs east and west between Baltic Avenue on the west and Arctic Avenue on its eastern terminus. Both properties being located in the Central Park Plat as recorded in Hap Book 8, at page 10, in the Clerk's OfficE. of the Circuit Court of the City of Virginia Beach, Virginia. SECTION TWO: That the applicant will provide adequate drainage easements on said property to be approved by the City Engineer for on-site and off-site drainage. SECTION THREE: That thirty (30) days after this date a copy of this Ordinance, certified by the Clerk be spread upon the public records in the Clerk's Office of the Circuit Court of this city and indexed in like manner as a Deed of Lands. L Mr. Robert Stanton, President of the Virginia Beach JayCees, expressed appreciation on behalf of the citizens of the City for the interest and participation which the Council members had evidenced in the Virginia Beach Tomorrow program. Mr. Stanton introduced Mr. Derrick Dunn Rankin, President of Landmark Communications, to report on the program. Mr. Rankin was also Chairman of the Steering Committee of the Virginia Beach Tomorrow program. Mr. Rankin presented a report, a copy of which is on file in the office of the City Clerk, concerning a study made by the discussions conducted by and the conclusions reached by the Steering Committee regarding the problems being encountered by the City of Virginia Beach in its evolvment as a metropolitan urban city. I A synposis of the report indicates that while the problems have been realized, the financial-economic problems may have been understood and partially solved or at least solutions offered, the political problems which are termed political currency upon which the political development of the area depends are far from being understood or solved.
