Four Observations
The community has a pronounced preference for a rural

south and the Green Line. Undeveloped land is scarce.
We are not a young City anymore. This requires different
?
priorities.
Neighborhoods need more protection from intrusive land
?
uses and densities
More than ever, tax base needs to expanded. Difficult
?
budget discussions require that we not only discuss how to
spend money, but where it comes from.
We need a policy for dealing with this new reality.
?
We call that policy “redevelopment”
?
Our policy, in two sentences, is this:

Redevelopment in Virginia Beach is the job of the
?
private sector.
Job of the public sector is encourage, steer, and enable.
?
The private sector is ready, willing and able to do
?
this.
Redevelopment
Maximize Private Initiative and Investment.

Recognize Government’s role: facilitate, guide, and
