Workforce Housing Report -Proposed Steps Today -Discuss “Foundation Recommendations” ? and any others identified by Council for priority action Feb. 27th -Provide formal direction to staff for ? development of ordinances and program details June, 2007 -Staff returns with proposed ? ordinances and program details for Council decision July , 2007 -If approved by Council, program ? begins Workforce Housing Report -State Enabling Authority December, 2006 -Council requests ? changes in state authority that would allow the program being considered by the WFH Committee December, 2006 -Delegate Suit ? introduces bill to achieve this goal Current Status -modified bill in process to ? be approved Workforce Housing Report -State Enabling Authority (2) If bill is approved and Governor signs, ? enabling authority will take effect on July 1. Combined city and state processes mean ? our program will start, if approved, no earlier than July 1. Recommendations #1:Adopt a resolution stating that the creation of good quality workforce housing integrated within new housing development is a desirable goalfor the city and that city actions will be directed toward achieving that goal in coordination with the city’s overall goals. Recommendations #2: Establish a Workforce Housing Advisory Committeeto provide ongoing stakeholder input into the development of the WFH program regulations, and to provide ongoing oversight and reporting on the progress of the program, including an annual review and report on needed changes. Recommendations #3. Direct staff to develop a Mixed Income Workforce Housing Policy and Processthat promotes voluntary inclusion of WFH where possible in future housing projects. Recommendations #4. Direct staff to develop a Voluntary Bonus Density programin accordance with the principles outlined herein Recommendations 5. Establish a “Revolving Housing Trust Fund”to receive 2nd liens from WFH units; and to provide for future assistance in developing WFH. Recommendations 6. Direct Staff to Develop a Mixed Use Ordinancesimilar to the B4-C Mixed Use Ordinance to be added to the Zoning Ordinance to serve the “Strategic Growth Areas (SGA’s).”Provisions of the ordinance should address the application of mixed use zoning outside of the SGA’s on parcels where it is appropriate as called for in the Comprehensive Plan Recommendations 7. Adopt proposed design guidelinesfor developments containing workforce housing in order to enhance development.
