Virginia was held in the Council Chambers ln the Administration

AN ORDINANCE PROHIBITING CERTAIN PUB-LIC NUDITY
BE IT ORDAINED BY THE COUNCIL OF THE CITY ,OF VIRGINIA BEACH,
VIRGINIA:

SECTION 1. DEFINITION. As used in this Ordinance "state of
nud~ty" means a state of undress so as' to expose the human male or
female genitals, pubic area or buttocks with less than a fully opaque
covering, or the showing of the female breast with less than a fully
opaque covering of any portion thereof below the top of the nipple.
SECTION 2. m~LA~WUL ACTS Every person who knowingly, volun-
tarily and intentionally appears in public or in a public place or in
a place open to the public or open to public view in a state of nudity,
or employs, encourages or procures another person to so appear, shall
be guilty of a misdemeanor.
SECTION 3. EXCEPTIONS TO APPLICATION OF ORDINANCE Nothing

contained in this Ordinance shall be aonstrued to apply to the exhibi-
tion, presentation, showing or performance of any play, ballet, drama,
tableau, production or motion picture in any 'theater, concert hall,
museum of fine arts, school, institution of higher learning or other

During its recent studies of the Virginia Beach City Jail, the State
Department of Corrections and Instiutions recommended certain structural
chan~es within the City Jail. To implement the recommendations, City
Council approved on second reading the low bid for these improvements
submitted by W. B. Meredith, II, Inc. in the amount of $11,000 and
approved an appropriation of $13,880 to cover the bid amount and to
make available $2,880 for architect's fees and contingencies.
