SESSIONfrom which to recess into CLOSED SESSION, Tuesday, January 1.9, 2010, at 2:13 P.M. m the
City Council Conference Room.

Delegate-Elect Ron A. Villanueva submitted his resignation to City Council effective December 31,
2009, having been certified as the City's newest Delegate-Elect to the Virginia General Assembly.

I. DISCUSSION OF CITY COUNCIL AT LARGE VACANCY
The Virginia Beach City Council shall review applications in today's Closed Session.
Council Members suggested each Candidate be interviewed and those Interviews be televised. Mayor Sessoms
recommended the SPECIAL SESSION be the first Tuesday in February (February 2, 2010)
Mayor Sessoms suggested each Candidate have five (5) minutes to present their interest and qualifications
after which the Candidates will have ten (10) minutes to respond to City Council's questions.
The Interviews will be televised and conducted in the City Council Chamber.
After the Interviews on February 2, 2010, City Council may convene a Closed Session for further
PERSONNEL discussion as to the appointment. That appointment may be made February Second or at a
later date.

CERTIFICATION OF CLOSED SESSION
VIRGINIA BEACH CITY COUNCIL
WHEREAS: The Virginia Beach City Council convened into CLOSED SESSION, pursuant to the
affirmative vote recorded in ITEM #59552, Page 4, and in accordance with the provisions of The Virginia
Freedom of Information Act; and,
WHEREAS Section 2.2-3712 of the Code of Virginia requires a certification by the governing body
that such Closed Session was conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED: That the Virginia Beach Ciry Council hereby certifies that,
to the best of each member's knowledge, (a) only public business matters lawfully exempted from Open
Meeting requirements by Virginia law were discussed in Closed Session to which this certification resolution
applies; and, (b) only such public business matters as were identified in the motion convening this Closed
