City Attorney Mark K. Stiles referenced the latest Amendment re REDISTRICTING: Council Liaison,
Alternative 2. This amendment was taken from the prior designated Council Liaison Alternative 2,
Amended C. Mayor Sessoms expressed appreciation to the City Council Liaisons: Vice Mayor Louis R.
Jones and Council Member Glenn R. Davis for their dedicated endeavors re Redistricting. The
amendments were to address concerns heard multiple times during the Public Hearing on August 9, 2011.
One of the concerns, which was addressed re the former Alternative 2-C, took the Historic Princess Anne
Courthouse area out of Princess Anne District. The new 2-D reflects that areas along both sides of
Holland Road, all the way to Dam Neck, are now shown as being in the Princess Anne District. In order
to make the population variance between the Districts and the 10% required by the law, the Liaisons
needed to take some other area out of the Princess Anne District.
This proposal shows that an area that was previously not in the Princess Anne District, but in the Beach
District, would now move into the Rose Hall District and get a little more population into Rose Hall and
out of Princess Anne. This includes the Castleton Subdivision. The "line " is ragged. The consultant has
advised limitations to some degree by what the Federal Census Blocks are. Where there are no square
grid streets or other geographical features, the Census Block becomes somewhat more. If one looks
closely around the South edge of Castleton going into the edge of the Pine Ridge neighborhood -that is
all one Census Block. So, it would have to be included or not be included. City Attorney Stiles believes
the only other changes were made up between the Kempsville and Bayside Districts. There was a concern
expressed by a number of speakers the way the line was previously drawn between those two Districts. It
had the effect of splitting a Minority percentage population area to the extent that it could be done and
still keep the Districts within the Variance permitted. This new plan changes that line. That is the area
that was moved from the Bayside District into the Kempsville District. To correspond with that move,
Bayside needs to take some greater area, so it now extends into the area that is primarily the Virginia
Wesleyan campus. Unless mistaken, those were the two (2) primary changes between City Council
Liaison Alternative 2-C and the current configuration of 2-D. District 1 does have a 50.28% Non-White
population. So, there is a Majority Non-White District. There is also Rose Hall, which is District 3. This
map has 44.65% Voting Age Non-White. The City Attorney believes that was about . 75% higher than it
was on the previous map.
Dana Harmeyer, Assistant City Attorney, advised there were smaller versions on the previous maps.
City Attorney Stiles advised, if the City Council is going to ADOPT a City CounciUSchool Board
Residence Election Districting Plan, prior to the November election, the adoption must be on October
23, 2011.

review: Creating a Neighborhood Special Service District (SSD) to Partner with the City for Dredging
Sayville Creek. In 1997, this was a $30-MILLION initiative.

LIFEGUARD SERVICES RFP

Bruce Edwards, Chief -Emergency Medical Services, advised essentially since the 1920's, the City has
relied on private lifeguard services for the Resort and adjacent beaches. Lifeguarding today has become
increasingly complex, involving water rescue and basic life support response as primary mission areas.
The current vendor, Virginia Beach Lifesaving Service (VBLS), has a strong history with the City.
Oceanfront Lifeguard Services
Background
• VBLS contract expires October 31, 2011.

• Since 2010, the City has provided lifeguards at
Sandbridge/Little Island Park.
• Traditionally the City has executed a
competitive RFP process for oceanfront
lifeguard service.
Options for the Future
1. Initiate RFP process for 2012-2016 seasons
and award to a commercial vendor.
2. Establish a municipal lifeguard program.
3. Conduct RFP process for 2012-2016 period.
Evaluate responsiveness and costs of private
sector proposals compared to municipal
program costs and award/assign the service
accordingly.

detail. Mr. Brazle advised the first DRAFT of the Request for Proposal (RFP) has been developed.
Option #1-Execute RFP for Contract
Services
• Advantages
- Continues successful program
- No additional City infrastructure
- Potential for entrepreneurs to compete
• Disadvantages
- City lacks command and control oversight
-Ability to meet emergent needs limited
- Private service may be more expensive than public

Option # 2 -Establish Municipal

- Maximum flexibility to modify services to meet
emergent needs (operational and fiscal)

- Increased City infrastructure and staff

• Limitations inherent in private contracts may be
somewhat reduced through contractual
requirements.
Option #3 -Conduct RFP Process and
Compare Responses to City Model
• Advantages
- Allows direct comparison of costs
- Allows City to direct service changes
- May allow continued use of contractor vs. increased
infrastructure
• Disadvantages
- Prolonged timeline may challenge City's ability to

implementation component, which would differentiate those plans from other types of plans that are
completed but end up on a shelf. Implementation is more than an afterthought.

Mr. Whitney advised this zoning contains a lot more in the manner of graphics. There are almost no
graphics in the existing Zoning Ordinance. It is hard to imagine what the end result of all the zoning
regulations would be in appearance.
