Sessoms, Jr., called to order the CITY COUNCIL'S WORKSHOP in the City Council Conference Room, Tuesday, February 18, 2014, at 4: 00 P.M. Council Members Present: Robert M. Dyer, Barbara M. Wood Council Members Absent: John D. Moss February 18, 2014 -2- STATEMENT REGARDING TREASURER'S COLLECTION OF FINES AND COURT COSTS 4:00 P.M. Mayor Sessoms advised that the City received word the General Assembly is consideYing an amendment to the budget that is aimed at the Treasurers throughout the State. Mr. Atkinson, City Treasurer, advised that for the past 4 years his office has collected the restitution pcryments for the Virginia Beach Courts. After gaining confidence of the Commonwealth Attorney, the office requested to bid on the collection of unpaid court costs and fines. They were awarded the contract this past year. The analysis shows the City will NET approximately $750,000 annually. As expected, the law firms are upset because they lost the bid and are now introducing legislation that would make it illegal for the Treasurer to collect unpaid fines and court costs. Mr. Atkinson stated that it is important to understand the General Assembly essentially stopped funding the Treasurer's Office years ago. Mayor Sessoms advised the City Council will do what they can to help stop this proposed budget amendment. Council Lady Wilson advised she will be in Richmond tomorrow and will speak to all of the Delegates she can to let them know the City's position. Mayor Sessoms introduced and welcomed Leigh Kovacs, Accounting and Investments Administrator - Ti°easurer's Office. Mayor Sessoms introduced and welcomed Philip Roehrs, Public Works Engineering. provided an update to the 2013 changes to the Digital Flood Insurance Rate Maps. E? Mr. Roehrs Mr. Roehrs advised in 2009, the FEMA MAPS were updated and modernized. Because the City has been asking for a flood insurance study for a very long time and because the Maps had been updated and modernized, the City was pushed to top of the list in 2010. 2013 Update Last Revision to Flood Insurance Rate Maps Adopted by Council May 2oo9 ioog update did not include a Flood Insurance Study zoog update `modernized'the maps, established the Digital Flood Insurance Rate Maps, and incorporated new datums Virginia Beach was among the first in the country to establish DFIRMs FEMA was authorized in zoog to embark on re-studies for coastal jurisdictions, Virginia Beach was included in first tier FLOOD INSURaNCE- STYDY February 18, 2014 -7- CITYMANAGER'S BRIEFING FEMA FLOOD INSURANCE STUDYIMPACTS - 2014 (Continued) Below is the pf•oposed schedule, including a Citizen Information meeting that will take place on March 26, 2014. City Staff is available to help citizens in determining the impacts of the map changes: Conclusion FIS study has a minimal impact with a net reduction in residences required to purchase flood insurance - ig5 fewer. Most poputated areas with the exception of Elizabeth River and the eastern shore of Back Bay had a net reduction. All landowners affected by the map revisions will be notified by certified mail A workshop will be conducted in March Anticipate maps becoming effective in November aoiy Staff is available to assist all landowners in determining the impacts of the map changes Rebecca Lear, Flood Plain Administrator, demonstrated the FEMA Website Portal available on vbgov.com. Ms. Lear advised this is the first time FEMA has provided this type of tool. Ms. Lear demonstrated how user friendly the portal truly is. February 18, 2014 -14- CITY MANA GER'S BRIEFING L UCAS II A UTOMATIC CPR MACHINE 4:32 P.M. Mayor Sessoms introduced and welcomed Chief Bruce Edward, Emergency Medical Services. Chief Edwards expressed his appreciation to City Council for their continued support and thanked Councilman Wood for asking EMS to demonstrate this truly remarkable device. Chief Edwards stated EMS purchased one (1) of the LUCAS II Machines. This type of technology has been around since the 1970's but weighed about 70 pounds and was gas driven. The LUCAS II is very light, runs on lithium battery and will pump for 45 minutes to an hour on one battery. The goal is to reduce mortality due to cardiac arrest and the City has a very high survival rate. Chief Edwards introduced Division Chief John Bianco and Tony Pirrone who demonstrated this machine, LUCASII. Chief Bianco advised in 2010 the American Heart Association deemed the compression piece of CPR to be very important. Also, it was determined that "bad " CPA is better than no CPR. He stated the City received a Grant to purchase 1,000 "Hands Only" CPR Kits and has trained numerous citizens. The new standard is to "push hard, push fast and minimize interruptions " and the L UCAS II allows just this. This device allows the compressions to continue while transporting a patient to and from the ambulance. This device can be set for uninterrupted compressions oY compressions and pause for ventilation. Most people have up to ten (10) minutes before ventilation is needed. The American Heart Association is looking at outcomes. The use of this device also protects the personnel as this will allow everyone in the Ainbulance to be secured by a seat belt while in transport. Chief Bianco introduced Tony Pirrone, a Volunteer for EMS and asked him to share his story. Mr. Pirrone stated in 2007 he was running his 6`'' or 7`h marathon in the Outer Banks and after completing the race was not feeling well and knew something was not right. He went to the Medical Tent and was treated for dehydration. One young lady was watching the monitor and he began feeling very different and last thing he heard was the young lady saying "we are losing him ". That same young lady began CPR and used the Automatic Defibrillator Device to shock him attempting to restart his heart. The first shock did not work but fortunately the 2"d shock worked and his heart began beating again. Mr. Pirrone said this is why he took a CPR Class and began volunteering his time with EMS. There is no amount of money or gratitude that he can express for the people that saved his life so he became a Volunteer so he can "give back". Chief Bianco advised that one device is not going to change very many outcomes; however, this device could save a lot of lives. February 18, 2014 -15- CITY MANA GER'S BRIEFING L UCAS II AUTOMATIC CPR MACHINE (Continued) Mayor Sessoms asked what the cost is for the device and Chief Bianco advised fully ou?fitted the cost is approximately $15, 000 per device. Mayor Sessoms suggested Chief Edwards ask the Rescue Squad Foundation for funds and the City would match the amount to purchase the devices. Mayor Sessoms stated it the device saves one life that may not have othenvise been saved theri it is well worth the purchase price.
