Mr. Arvay began this process by looking at the "3Ps ": People, Processesand Product. Mr. Arvay advised that execution without strategy results in rowing in circles faster. IT cannot be a strategic partner when there is no strategy and he feels the City should always be in year 1 of a S year strategy.• Master Technology Plan Why do we need one? r The City of Virginia Beach has a robust citywide strategic planning process, recognized by outside experts as a quality process with powerful results. i For over a decade, ComIT did not have an IT stategy or strategic plan to supportthe citywide strategic plan. r City leaders were asking for an improved service delivery and customer focused IT organization. r ComIT also lacked critical mechanisms to optimally govern and manage IT within the City (e.g., investment prioritization, technology architecture, lack of performance management and measurement). One of those graduating Seniors is a young lady that received the Gates Foundation Scholarship and will be attending the University of Virginia in the Fall. She gave a five minute speech that was superb and he requested she come to an upcoming City Council Session and present the same speech. Mayor Sessoms advised the longer he sat there at last night's event, the more proud he became of those young people and their representation of this great City. June 3, 2014 -25- CITYCOUNCIL COMMENTS 5:27 P.M. ITEM #63870 Councilman Moss expressed his disappointment in the City for not having a"tuition reimbursement" for employees. Councilman Moss advised any first class organization should provide some type of reimbursement for employees to continue their education. Councilman Moss suggested the City create a CIP Project for "Human Capital " and use a portion of the ending fund balance to create a modest Yeimbursement program. Assault and battery. (a) Any person who shall commit a simple assault or assault and battery upon another person shall be guilty of a Class 1 misdemeanor, and if the person intentionally selects the person against whom a simple assault is committed because of his race, religious conviction, color or national origin, the penalty upon conviction shall include a mandatory, minimum term of confinement of at least six (6) months, thirty (30) days of which shall not be suspended, in whole or in part. (b) In addition, if any person commits a battery against another, knowing or having reason to know that such other person is a full-time or part-time teaGheF, prinGipal, assistant , employee of any public or private elementary or secondary school and is engaged in the performance of his duties as such, he shall be guilty of a Class 1 misdemeanor and the sentence of such person upon conviction shall include a mandatory, minimum sentence of fifteen (15) days in jail, finro (2) days of which shall not be suspended in whole or in part. However, if the offense is committed by use of a firearm or other weapon prohibited on school property, pursuant to § 18.2-308.1 [of the Code of Virginia], the person shall serve a mandatory, minimum sentence of confinement of six (6) months which shall not be suspended in whole or in part. (c) "Simple assault" or "assault and battery" shall not be construed to include the use of, by any teaGher, , a6sistaRt , guidanGe , school security officer; or full-time or part-time emplovee of anv public or private elementary or secondarv school while actinq in the course and scope of his acting official capacity, any of the following: (i) incidental, minor or reasonable physical contact or other actions designed to maintain order and control; (ii) reasonable and necessary force to quell a disturbance or remove a student from the scene of a disturbance that threatens physical injury to persons or damage to property; (iii) reasonable and necessary force to prevent a student from inflicting physical harm on himself; (iv) reasonable and necessary force for self-defense or the defense of others; or (v) reasonable and necessary force to obtain possession of weapons or other dangerous objects or controlled substances or associated paraphernalia that 43 are upon the person of the student or within his control. Rodney Walker, 7940 Hartcell Drive, (951) 824-9272, requested the City consider a"divorce tax". He advised that according to a research study conducted by Michigan State University, divorce has negative impacts on the environment and consumption of energy. Mr. Walker suggested providing `family energy rewards " based on two (2) years of n2arriage, the family receive a certain percentage in reduced taxes, similar to the Department of Defense allotments.
