Operating Offcer - Old Dominion Universiry. Mr. Harnage expressed ODU's appreciation to Mayor
Sessoms, City Council and City Manager Spore for their continued support.
The last Master Plan prepared was in 1995 and from that point, the Campus has changed dramatically.
To begin updating the Master Plan, the University completed a thorough analysis of campus space:

During the 2012-13 Fall Semester, ODU had approximately 20, 000 FTE Students, approximately 25, 000
"head count" students and around 3,400 hundred eniployees. The State's guidelines are 17 square feet
of classroom space per student. The Institution has approximately 1,700,000 assignable square feet
available for use in all of the locations; however, applying the State's guidelines, one would expect to
find, for an institution of ODU's size, approximately 2.3-Million square feet. In other words, the
Institution needs to double its size:

Thanks to City Council's support, land was nzade available irr the mid 1990's to develop the Higher
Education Center. As the Norfolk Campus is saturated, the University is looking to add over 200,000
square feet to the Virginia Beach location:
Through their strategic planning process, the University will determine what programs and research
facilities can be relocated to Virginia Beach. More specifically, the University is hoping to bring a
"solar farm" to this location:

CITY COUNCIL BRIEFING
MAGLEV TOUR
S: 07 P.M.
City Manager Spore advised Councilrnan Jim Wood traveled to Powder Springs, Georgia, last Tuesday,
along with some of the City's "Technical Staff" and was joined on Wednesday by himself, Vice Mayor
Jones, Council Members Moss and Uhrin to tour their facility. The test track is approximately 2, 000 feet
long, and the vehicle is extremely quiet and smooth. City Manager Spore presented a short video of the
operating vehicle.
The vehicle accelerates rather quickly to 37 miles per hour. We had a tremendous opportunity while in
the test facility building to ask questions. The vehicle rides on precast concrete beams and is designed to
operate without an operator. This would result in a considerably lower operating cost. The Ciry is
obligated to do their due diligence and is fairly encouraged by what they saw.
Councilman Wood advised the technology is very impressive, but simple. This system is wider and taller
than the HRT Light Rail Vehicle and, in theory, speeds could be higher. This technology presents an
interesting alternative based on significant cost savings.
Councilman Moss agreed the engineering is fairly simple and is much more scalable and deployable
because it requires less land acquisition. Should this technology gain certification, he would like to see
this from Pacific Avenue to the Convention Center.
Councilman Uhrin stated the technology would appeal to him if they are willing to get the certification
necessary.
Vice Mayor Jones advised the vehicle is a fairly smooth ride and if it could be done over a lengthy line,
then it is significantly a better unit to ride than Light Rail. ACS is a company valued at $52-Billion and
has constructed some phenomenal projects.
Councilman Wood stated he did not want to take anything away from The Tide because the MagLev
System would not work well in downtown Norfolk as the Tide is estically more pleasing and greener
technology. He agrees if everything is elevated it would be far less of an impact on neighborhoods and
cer-tain roads.
Councilman Uhrin agreed that the savings from land acquisition is the biggest point for him but in no
way does he feel the technology is remotely close to moving forward until it receives certification.
Mayor Sessoms thanked those that traveled to Georgia. He is optimistically encouraged by this
technology.
