Mayor Sessoms introduced and welcomed Dr. Patrick Konopnicki, Director - Technical and Career
Education, VBCPS. Dr. Konopnicki expressed his appreciation to Ciry Council to be here today and
intr-oduced James Spruill, Technical Advisor for Baxter and the computers at ATC, as well as Duncan
Clark, Engineering I Technology Student and proud coding team members, for Baxter.
VBCPS has been involved in STEM and a career pathway has been something they are interested in for
some time. TlBCPS partnered with TCC and other manufacturing companies in the City to cYeate dual
eZectronic courses and begin that credential pathway. The pipeline is the merging and marrying of
mechanical and electronic systems. Over 1,200 students participated in a STEM competition with
students as young as fifth grade.
VBCPS is the first school system to host Baxter, a MIT created robot. Baxter will be used for coding
classes and training videos will be used across the Region.
Mayor Sessoms expressed his appreciation for Dr. Konopnicki taking the time to come and introduce
Baxter to Virginia Beach City Council.

MayQr Sessoms introduced and welcomed Dr. Mike Robinson, Director - Old Dominion University, The
Center for Innovative Transportation Solutions (CITS). Dr. Robinson advised since 2012, ODU has
pai-tnered with the City utilizing the most advanced technologv for transportation solutions. ODU
converted VDOT's Macroscopic Model to a Microscopic Model, as well as expanded the model to include
a portion of Chesapeake for the possible extension of Southeastern Parkway. Dr. Robinson expressed his
appreciation to City Council and City Stafffor their support in this project:

provide an additional evacuation route and improve access to businesses and employment centers. The

Arniada Hoffler has requested modification to the Development Agreement to allow for the anchor tenant,
Anthropolgie, to meet their co-tenancy requirements. Essentially, the modifications will consist of the
movement of a wall to enlarge the retail space facing Main Street and reduce the number of parking
spaces in the garage by 23:
