Wood Council Members Absent: Robert M. Dyer Attending Process Improvement Subcommittee Meeting June 19, 2012 -z- CITYMANAGER'S BRIEFING REGIONAL TRANSPORTATION- A Region United 4: 00 P.M. Mavor Sessoms introduced and welcomed Chris Luebbers, Freight Transportation Advisory Committee. Mr. Luebbers presented a video to City Council used as an outreach to share information on freight transportation. He advised the video represents the majority of the committee's message: "Ti°ansportation is Necessaryfor Basic Prosperity ". Transportation is critical to the entire region. No two regions in the area are isolated, they are interconnected. Efficient transportation means less congestion, lower costs of goods and services and a better qualiry of life. Mr. Luebbers advised transportation is on investment to make things better and a good way to grow the economy. June 19, 2012 -3- CITY MANA GER'S BRIEFING FORM BASED CODE 4:19 P.M. The Mayor called to order the CITY MANA GER'S BRIEFING re FORMBASED CODE. The City Manager introduced Karen Lasley - Planning. Ms. Lasley expressed her appreciation to City Council for their support during this Project.• Mrs. Lasley advised this change in the Code is in cooperation with the Resort Area Strategic Action Plan City Council adopted in December 2008. The Plan included a Vision for a"look" at the Oceanfront. The Goals of I'orm Based Code are identified below: More mixed use Improve pedestrian environment Enliven street frontage activity Open up vistas and accessways to beach Enhance aesthetics (landscaping, architecturalfeatures) Multiple parking options Regulatory flexibility The City has provided ample opportunity for public input: Process began with consultants in Aug. zoog; met with property owners, developers, staff, elected officials, RAC, Navy Hundreds of phone calls and emails 40 face to face meetings with individual property owners 49 presentations to stakeholder groups 7 advertised public meetings S, +13 June 19, 2012 -8- CITY MANAGER'S BRIEFING FORM BASED CODE (Continued) To-date, there have been seven (7) working drafts of Form Based Code. The Staff is continuing to work to find a comfortable balance and come up with the best Plan for Ciry Council's consideration: April zoio - consultants' first draft reviewed by steering committee June zozo - revisions requested by steering committee March zois-first draft released to public October zoii- revisions to tower provisions, regulating plans, parking requirements December zoii- relaxed requirements on tower provisions, parking setbacks, build-to, parking requirements May zoiz - added Optional Forms of Development, reduced transparency requirements June 2012 -additional protections for adjacent neighborhoods Since December 2011, the draft has been revised.
