City Manager's Conference Room City Hall 2401 Courthouse Drive The purpose of this SPECIAL MEETING is for City Council to CONVENE A CLOSED MEETING pursuant to Virginia Code Section 2.2- 3711(A)(29) to discuss the potential award of a public contract concerning the ARENA PROJECT because discussion in an open session would adversely affect the City's bargaining position or negotiating strategy. November 9, 2015 III -5- CERTIFICATION ITEM#65384 Mayor Sessoms recalled the SPECIAL FORMAL/CLOSED SESSION to order at 5:58 P.M. Upon motion by Councilman Dyer, seconded by Councilman Uhrin, City Council CERTIFIED THE CLOSED SESSION TO BE IN ACCORDANCE WITH THE MOTION TO RECESS. Only public business matters lawfully exempt from Open Meeting requirements by Virginia law were discussed in Closed Session to which this certification resolution applies. AND, Only such public business matters as were identified in the motion convening the Closed Session were heard, discussed or considered by Virginia Beach City Council.
