Regenerate existing developed areas to capitalize on existing public infrastructure investments. 2. Build a mixed-use center for Centerville. 3. Better connect to existing parks and the Regent University Campus through expanded trail networks. 4. Mitigate impacts to the Elizabeth River through stormwater best man- agement practices. 5. Continue to diversify housing choice including workforce housing. 6. Improve the jobs/housing balance to increase capture rate and decrease traffic congestion. Centerville SGA Design Principles 7. Identify immediate and interim actions for landfills to effectively miti- gate against adverse impacts 8. Pursue a joint planning strategy with City of Chesapeake. 9. Build a transportation infrastructure network that provides for safety, equity,choice,and economy. 10. Create an education-oriented master-planned community as a unique identity for the Centerville SGA. Mr. Friedman expressed his appreciation to City Council for their continued support. Mr. Friedman distributed a copy of the presentation, which is attached hereto and made a part of this record. The Pattern Book Project has been ongoing for a number of years. The Pattern Book is to be a resource ("tool') for the preservation, renewal and enhancements of homes and neighborhoods in the City; provide design recommendations for modifications to preserve, renew and enhance homes and neighborhoods; and, develop a resource website geared toward anyone interested in housing and neighborhoods located in the City. There are 139,801 housing units, excluding units in multifamily buildings. 69%of the housing units are single-family homes. The City's housing stock continues to age with 43%of the housing stock being 30 years or older. Mr. Friedman advised houses are most families' largest investment and residential property taxes represent over 85%of the total property taxes. Chapter 3 of the Pattern Book provides the home styles in the City. Mr. Friedman feels Chapter 4 is the most important/informative chapter within the book as it provides information regarding home improvement.
