Sessoms, Jr., called to order the CITY COUNCIL'S WORKSHOP in the City Council Conference Room, Tuesday, October 27, 2015, at 4:00 P.M Council Members Present: M. Benjamin Davenport, Robert M Dyer, Barbara M Henley, Vice Mayor Louis R. Jones, Shannon DS Kane, Amelia N. Ross-Hammond, Mayor William D. Sessoms, Jr., John E. Uhrin, Rosemary Wilson and James L. Wood Council Members Absent: John D. Moss Business Conflict October 27, 2015 -2- ADD ON Mayor Sessoms provided a letter marked "Confidential" to the City Council Members asking they "hold" the dates provided in the letter as potential "interview dates" in searching for the new City Manager. The goal is to have all applications by November 10`h and schedule "Special Sessions" to review the applications and choose Finalists to interview. October 27, 2015 -3- ADD ON Mayor Sessoms also advised the Secretary of Transportation, Aubrey Layne, is scheduled to provide a City Council presentation on November 24th on Light Rail. October 27, 2015 -4- CITY COUNCIL'S BRIEFING VIRGINIA BEACH COMMUNITY DEVELOPMENT CORPORATION (VBCDC) 4:02 P.M. Mayor Sessoms welcomed Addie Wright Thomason, CEO - Virginia Beach Community Development Corporation (VBCDC). Ms. Thomason expressed her appreciation to City Council for their continued support and distributed a copy of the Presentation, which is attached hereto and made a part of this record. Ms. Thomason advised the VBCDC, over the past twenty-nine (29)years, has worked diligently to provide quality and affordable housing opportunities for low and moderate income families in the City. VBCDC has become financially "independent" with 90% of operational funds generated thru rental income from properties owned. The Board recently looked at how they could do more for more people and they found the answer in their partner corporation, "Second Act Communities". VBCDC applies for Grants in order to complete projects. The VBCDC owns and operates 400 units of housing for low income individuals and families, persons with developmental and mental health disabilities, homeless families and individuals, as well as homeless and disabled Veterans. The total assess value of properties exceeds $41-Million, making VBCDC the largest affordable housing property owner in the City. The VBCDC has made measurable impact in the community through their housing and services programming and there is more work to be done. Christopher Beale, President— VBCDC advised it is imperative to look back and understand the past in order to ensure future success. Mr. Beale advised the VBCDC will need to have multiple projects in the "pipeline". VBCDC has established a five-year Strategic Plan that allows serving more neighbors in ways by creating additional housing options with programs and services that profoundly change the lives of those they serve. This Plan is the "roadmap" that leads the VBCDC to financial sustainability though its strategies and key initiatives. VBCDC has identified three (3) Strategic Themes to provide the framework for operations over the next five (5)years. VBCDC will serve more neighbors in new ways by 2020 in developing 450 new multi family rental housing units owned by VBCDC or Second Act Communities. VBCDC will attract and retain the best and brightest talent for their Staff and Board by developing a Board Recruitment and Retention Plan by 2017. Lastly, VBCDC will remain financially sustainable by implementing a Funds Development Plan with Second Act Communities to increase philanthropic and individual donations by 15%, beginning in 2015 to fund an endowment. Also, VBCDC will develop sound business models for new projects by July 2016 and create financing options to support development and operating activities. Mayor Sessoms thanked Ms. Thomason, Mr. Beale and the entire Board for all of their hard work and dedication to the City.
