Wood Council Members Absent: None June 6, 2017 1 A RESOLUTION AUTHORIZING TWO 2 NEIGHBORHOOD IDENTIFICATION SIGNS TO BE 3 INSTALLED IN THE MEDIAN OF SHORE DRIVE AT 4 DUPONT CIRCLE AND AT MARLIN BAY DRIVE 5 6 WHEREAS, the Ocean Park Civic League (the "OPCL") desires to erect two 7 neighborhood identification signs welcoming citizens and tourists to the Ocean Park 8 Neighborhood; and 9 10 WHEREAS, the OPCL has applied for such signs in accordance with the City 11 Council Policy establishing the Neighborhood Identification Sign Policy (the "Policy"); 12 and 13 14 WHEREAS, the application has been approved by the Departments of Planning 15 and Community Development, Parks and Recreation and Public Works; and 16 17 WHEREAS, the City of Virginia Beach ("City") owns real property in the median 18 of Shore Drive at Dupont Circle and at Marlin Bay Drive that would be suitable locations 19 for such signs; and 20 21 WHEREAS, the Department of Planning and Community Development 22 recommends that the City Council allow the construction and eventual dedication of two 23 neighborhood identification signs and appropriate landscaping for the Ocean Park 24 Neighborhood, a copy of a rendering of the signs is attached hereto as Exhibit A; and 25 26 WHEREAS, the signs will be placed in the median of Shore Drive at Dupont 27 Circle and at Marlin Bay Drive as coordinated with the Department of Public Works, a 28 copy of a map of the intersections and potential sign placement is attached hereto as 29 Exhibit B; and 30 31 WHEREAS, the Policy provides for the OPCL to dedicate the signs to the City 32 after they have has been constructed. 33 34 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF 35 VIRGINIA BEACH, VIRGINIA, THAT: 36 37 The OPCL is hereby authorized to construct, and later to dedicate two 38 neighborhood identification signs in the median of Shore Drive at the locations indicated 39 in accordance with the Neighborhood Identification Sign Policy. 40 Adopted by the Council of the City of Virginia Beach, Virginia on the 6th day of June , 2017. Wood Council Members Absent: None June 6, 2017 1 AN ORDINANCE TO ESTABLISH A HISTORIC AND 2 CULTURAL DISTRICT IN ACCORDANCE WITH ARTICLE 3 13 OF THE CITY ZONING ORDINANCE TO INCLUDE THE 4 DEWITT COTTAGE (GPINS 2427255317 AND 5 2427255322) AND TO AMEND THE OFFICIAL ZONING 6 MAP OF THE CITY OF VIRGINIA BEACH 7 8 WHEREAS, the public necessity, convenience, general welfare and good zoning 9 practice so require; 10 11 WHEREAS, the Historic Preservation Commission recommended to City Council 12 that the historic deWitt Cottage and adjacent parcel, 1113 Atlantic Avenue, (GPINs 13 2427255317 and 2427255322), ("the Properties") be considered for inclusion in a 14 Historic and Cultural District; 15 16 WHEREAS, the Properties are owned by the City of Virginia Beach; 17 18 WHEREAS, Historic and Cultural Districts are established to protect the historic 19 significance and integrity of the properties that are recognized for their association with 20 historic events, historically significant persons, that possess distinctive characteristics of 21 a type, period or method of construction or have the potential to yield significant 22 archaeological or historical information; 23 24 WHEREAS, the Properties contain the historic deWitt Cottage which is listed on 25 the Virginia Landmarks Register and the National Register of Historic Places and meets 26 the requirements of City Zoning Ordinance Section 1301(c)(1) for inclusion in a Historic 27 and Cultural District; 28 29 WHEREAS, the Properties also contain the adjacent parcel, which is contiguous 30 to the historic site and provides a significant route of tourist access to the designated 31 historic landmark and meets the requirements of City Zoning Ordinance Section 1301 32 (d) for inclusion in a Historic and Cultural District; and 33 34 WHEREAS, the proposed District shall be regulated by the Oceanfront Resort 35 District Form-Based Code and Section 1300 of the City Zoning Ordinance, whichever is 36 more stringent. 37 38 NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF 39 VIRGINIA BEACH, VIRGINIA: 40 41 That the Properties at 1113 Atlantic Avenue, GPINs 2427255317 and 42 2427255322, are designated and established as a Historic and Cultural District in 43 accordance with Article 1300 of the City Zoning Ordinance and this Ordinance. 44 45 NOW, THEREFORE, BE IT ALSO ORDAINED BY THE COUNCIL OF THE CITY 46 OF VIRGINIA BEACH, VIRGINIA: 47 48 That the official zoning map of the City of Virginia Beach be, and hereby is, 49 amended by the designation of the properties located at 1113 Atlantic Avenue, GPINs 50 2427255317 and 2427255322, owned by the City of Virginia Beach, as a Historic and 51 Cultural District, as shown on the official zoning map of the City of Virginia Beach, 52 displayed to City Council and on file in the Department of Planning.
