That Study was a catalyst to initiate a required NEPA Study, which is a requirement of the Federal Government. In 1999, a Draft NEPA Document was prepared with a final Document providing a "Preferred Alternative" produced in 2000. That Study was re-evaluated a few times and never progressed to implementation. As such, the Federal Highway Administration decided the original Study needed to be supplemented, and did so in a way to reconsider alternatives and, essentially, redo a lot of the analysis that was performed. At this third meeting we would propose a recommendation to City Council to pursue through existing zoning ordinances and also provide a recommendation to the Housing Study Commission Workgroup of the General Assembly which is discussing this issue.
