Upon motion by Councilman Louis Jones, seconded by Councilman Baum, Mayor
Heischober RECONVENED the Regular Session of the Council of the City of
Virginia Beach, Virginia, in the Conference Room, City Hall Building, on
Monday, April 21, 1986, at 4:00 P.M.
Voting: 8-0

RUDEE INLET ITEM # 25289
The City Manager advised Council of a possible EMERGENCY situation
entailing a SAND BAR at RUDEE INLET.
Donald Trueblood, City Engineer, provided City Council with information
concerning the extent of the Corps Project. The Army Corps of Engineers'
project entends outside the mouth of Rudee Inlet about 550 feet. Mr.
Trueblood noted on a drawing the Sand Bar referenced by the City Manager.
Application for a permit to dredge this area was made a year ago and this
Permit has now been received. If a further "emergency" developes, it would
necessitate immediate action and the City Manager requested City Council's
authority to act if said need arises.
The City Manager advised "Soundings" completed by tbe EROSION COMMISSION
dated April 9, 1986, and April 22, 1986, were distributed to City Council.
(Said "Soundings" are hereby made a part of the record). The gray areas are
the jetties. On the North side the "yellow or gold area" reflects three to
four feet with the channel ranging anywhere from 4 1/2 to 5 feet. The
small dredge was in the INLET most of the month and same is evidenced by
the improvements made by April Twenty-second. The only areas reflecting 4
feet are just two areas against that North Jetty and one area in the center
of the Inlet reflecting 4 feet.
Nick Wright, Chairman of the Erosion Commission, explained the considerable
improvement as shown in the drawings. As soon as the weather provides an
opportunity, the Commission will remove the SAND BAR. The dredge is now
working in the western part of the jetty by the lighthouse. Mr. Wright
advised the boat which overturned was a small sailboat and the seas were
rough. He did not think the SAND BAR necessitated the overturning of the
boat.
Kenny Melson, Superintendent of the Erosion Commission, advised the
SOUNDINGS were plotted at "low tide".
The City Manager advised Great Lakes Dredging has been involved in a
project in Norfolk and they possibly have an ocean-going dredge available
which could dispose of this SAND BAR very quickly.
The City Engineers' Office was in touch with them the next day and they
were going to provide the City with a proposal tbis week. However, GREAT
LAKES had proposed to take tbe sand and dispose of it out in the Ocean, and
the City does not have a permit for this type of disposal. If the City is
to do this, the Corps of Engineers advised the City must go tbough
environmental analysis. The Permit does not allow this at the present time.
It will cost more to pump sand onto the beach.
The City Manager suggested a Resolution that would authorize him to Declare
an Emergency and take tbe appropriate action to remove said SAND BAR.
Mr. Wright advised the larger of the two dredges should be returned after
repair by NORSHIPCO within ten days.
BY CONSENSUS, City Council SCHEDULED the possible emergency situtation
involving the SAND BAR at RUDEE INLET for the City Council Meeting of April
28, 1986, for further discussion and additional data to be received from
the Corps of Engineers, City Engineers' Department and Great Lakes
Dredging.
Staff will request the Coast Guard post a sign WARNING of temporary
problems existing at RUDEE INLET.
