Mayor Dyer stated the Special Session was scheduled to continue the discussion from the City Council Retreat regarding Non-Strategic and Governance Issues. The City Council has gone through many changes in the past 9 months from the Special Election of the Mayor, the historic recounts for the At Large and Beach District City Council Seats, the removal of a Council Member, the resignation of a Council Member and the appointment of two City Council Members. Mark Stiles, City Attorney,provided an overview of the City Organizational Chart explaining the roles of City Council Members and the five (5) City Council Appointees. Below is a summary of topics discussed and consensus of the City Council Members present: • SPEAKERS - APPOINTMENTS—City Council will not allow speakers regarding appointments as this is deemed to be a personnel matter - OPEN DIALOGUE—This topic is deferred for future discussion - POLICY REVIEW—This topic is deferred for future discussion • MEETINGS - MORE TIME—City Council will hold any and all questions until the end of presentation; City Council will recognize time constraints and tailor comments/questions appropriately - CONSENT AGENDA—Staff will work to create a statement to be read after the Consent Agenda has been considered and voted on in the Formal Session - 3 PART PROCESS—BRIEFING/PUBLIC HEARING/VOTE—Staff is instructed to stop using the three (3)part process unless directed otherwise by the Mayor or a majority of City Council Members - ADDING ITEMS TO AGENDA-A draft Resolution or Ordinance requested by a City Council Member should be provided to all other City Council Members in advance of being added to the Agenda for discussion of consideration. - EXPLAINING THE VOTE—see Consent Agenda above • BOARDS& COMMISSIONS REVIEW—This is referred to the Process Improvement Committee. Amanda Barnes—City Clerk, Rod Ingram—Deputy City Attorney, and Melissa Zibutus— Volunteer Resources Administrator, shall assist and serve as points of contact to the committee - COUNCIL LIAISONS—City Council Members serving as Liaisons shall provide updates to City Council • PROCLAMATION/EVENT REQUESTS—Julie Hill, Communications Office—Director, and Amanda Barnes—City Clerk, worked together and reviewed best practices of other municipalities when a citizen requests the Mayor or City Council Member(s) attend events,proclamation, etc. Vice Mayor Wood advised he initially requested some type of online form be created. The form has been created and Julie will begin working with IT to create an online finable form to be published on vbgov.com - COUNCIL MEMBERS HOSTING EVENTS—Should a City Council Member wish to host an event or meeting that will require payment of public money, the event or meeting must be approved by City Council prior to scheduling. - STAFF TIME— When a City Council Member requests staff to preform duties, i.e. coordinate/attend event, research, etc., should the time requirements seem to be cumbersome, the City Council Member shall get consensus from the Members of City Council. July 10, 2019 5 ITEM HI CITY COUNCIL DISCUSSION ITEM#69440 (Continued) • DEWBERRY POLICY RECOMMENDATIONS—Council Member Henley advised the focus group meetings were delayed due to the May 31'tragedy; however, they are now scheduled to begin on July 22nd. • SIGN ORDINANCE- This topic is deferred for future discussion • VISION 2040— This topic will be discussed at a future retreat • VOTING/WARD SYSTEM- This topic is deferred for future discussion Council Member Wilson advised she received calls of concern from the development community regarding the number of times proposed plans are reviewed by staff requiring corrections/modifications. Each time it extends the time of the project and costs additional funds. July 10, 2019 • CITY ORGANIZATION & INFORMATION The City of Virginia Beach was chartered as a municipal corporation by the General Assembly of Virginia on January 1, 1963.The city operates under a Council-Manager form of government.The 11 member City Council is the City's legislative body.The City Manager is appointed by Council and acts as Chief Executive Officer and, through City staff,the City Manager implements policies established by Council. Virginia Beach has 248.3 square miles of land and 58.5 square miles of water.As of FY 2017-18,there was a population of 454,448 residents of which 300,697 are registered voters. Excluding on-base military housing,the City has 184,348 residences/homes.
