September 24, 2019 3 CITY MANAGER'S BRIEFING AUTOMATIC VEHICLE LOCATING AUDIT (Continued) The Automated Vehicle Locator(AVL) is a system used to track the location of City vehicles: A V L An automated vehicle locator (AVL) is a system that uses the Global Positioning System (GPS) to enable a business or agency to remotely track the location of its vehicle fleet by using the internet. l'. 4. September 24, 2019 7 CITY MANAGER'S BRIEFING AUTOMATIC VEHICLE LOCATING AUDIT (Continued) The final findings showed a lack of consistent training and Citywide policies and procedures for AVL. Mayor Dyer welcomed David Bradley,Interim Deputy City Manager and Adrienne Withrow,Management and Budget Analyst—Budget and Management Services. Mr. Bradley expressed his appreciation to City Council for their continued support and advised the Economic Indicator Report looks at the effects of City Council strategies and signs of recession. Mr. Bradley turned the presentation over to Ms. Withrow. Ms. Withrow distributed the presentation,attached hereto and made apart of the record. Ms. Withrow provided a summarized analysis of four key economic indicators - the Labor Market, Revenue, National Indicators and Demographics. September 24, 2019 29 CITY MANAGER'S BRIEFINGS INDEPENDENT INVESTIGATION STATUS UPDATE 6:02 P.M. Mayor Dyer re-called to order the remaining City Manager's Briefings in City Council Chamber. Mayor Dyer advised it has been less than four months since the tragic events of May 31'and while the criminal investigation and the independent review are still in progress, it is important to share factual information received to limit speculation and correct false information. Mayor Dyer advised the work being conducted is parallel but distinctly different, and will not be impacted by the following briefings. Mayor Dyer advised tonight's briefing is a testament to the professional and personal commitment and dedication of the Police Department's detectives. Mayor Dyer welcomed Lyndon Remias, City Auditor and Arnette F. Heintze, CEO—Hillard Heintze. Mr. Remias expressed his appreciation to City Council for their continued support. Mr.Remias advised Hillard Heintze is continuing to do an outstanding job in engaging the family members and has contracted a third party who distributed a survey to all City employees today. The information in the survey is anonymous and cannot be requested through FOIA. Mr. Remias turned the brief over to Mr. Heintze. Mr.Heintze expressed his appreciation to City Council for their continued support. Mr.Heintze confirmed the criminal investigation and the independent review have parallels but in no way interfere with each other and expressed his appreciation to Mayor Dyer for making that statement. Mr. Heintze provided an update on their work which is attached hereto and made a part of the record. Mr.Heintze advised they have continued to process information received. Through the investigative process there have been a high number of concerns communicated regarding the possible existence of a "hostile" work environment. There were allegations made concerning African American employees being treated differently, subject to more disciplinary actions than their counter parts, less likely to be promoted than their counter parts, could not share their concerns with management without retaliation and overall felt management created a challenging and difficult work environment. Mr. Heintze advised the allegations are outside the scope of the contract but were taken seriously as they could have an impact on City government and are behaviors that give rise to a hostile work environment. Mr. Heintze advised he contacted the City Auditor requesting to conduct an independent survey for all City employees to determine the extent of the mentioned concerns. The survey has been distributed and will be available until October 13`h Mr. Heintze advised the next steps include scheduling an additional forty-three interviews with Building 2 employees as well as sending out a separate and anonymous survey specifically to Building 2 employees to allow them to provide any concerns and schedule an interview if they choose. That survey is due to be sent out on Monday, September 30`h. Mr. Heintze advised the report is expected to be finalized in the coming weeks but there are four factors that are impacting the October 1.5 h due date. The four factors include: the overall level of public engagement; a requirement to view all police reports within their department which is a best practice; the independent employee surveys; and the volume of electronic data being analyzed. These factors have delayed the report by three weeks to November 12`h. Mr. Heintze advised he is coordinating with the City Auditor and Police Chief to meet with the families prior to releasing the report. Following that meeting, a date will be scheduled to present the report to City Council and the public.
