templates and other relevant documentation has been updated to reflect the new goal Procurement Training is held quarterly,and requirements to follow city policies to reach goals are emphasized SWAM OFFICE Study reco mended a dedicated office to implement SWaM program and monitor participation The Purchasing Division has a three-person operation that concentrates only on SWaM programs and the City research a certification program City has a self-certification process for those businesses who have not yet been able to obtain a SWaM certification through the Commonwealth A representative of the Commonwealth's SBSD is housed within the Purchasing Division to facilitate collaboration to the benefit of SWaM businesses In addition,the City recognizes various certification programs to Eating and drinking establishments with drive-through 20 windows. 21 22 O) Drive-through facilities shall be located on the same parcel as the structure 23 within which the principal use for the drive-through is located; 24 25 �) Drive-through facility lanes shall not be located between the building and the 26 right of way unless screened with a Category I landscape buffer in addition to 27 all landscaping required by the City Zoning and Site Plan Ordinances; 28 29 Drive-through facilities shall not utilize exterior speakers that are audible at 30 the property line adjacent to residential property; 31 32 Drive-through facilities shall not operate from 12:00 midnight — 5:00 a.m.; 33 34 Drive-through facilities shall be restricted to one lane; 35 36 f) There shall be no signs for the drive-through facility on the building or site, 37 with the exception of directional signs not visible from a public right-of-way. 38 Such signs shall not be internally illuminated; 39 40 (q) An overhead canopy for the drive-through facility shall be allowed, except that 41 such canopy shall not project more than four (4) feet from the wall of the 42 building above the drive-through window and shall not exceed the width of the 43 drive-through window by more than one (1) foot on each side. In no case, 1 44 however, shall a drive-through facility have an overhead canopy that extends 45 to cover the total length of the drive-through lane; and 46 47 The architectural design shall conform to the purpose and intent of the 48 Historic Kempsville Area Master Plan. Subject to general requirements and to the regulations of the 22 underlying zoning district, all uses and structures permitted as principal uses in the 23 underlying zoning district in which they are located shall be permitted as principal 24 uses within the Historic Kempsville Area Overlay District, except as set forth in 25 section 901 of this Ordinance. 26 27 (b) Accessory uses. Subject to general requirements and to the regulations of the 28 underlying zoning district, all uses and structures permitted as accessory uses in 29 the underlying zoning district in which they are located shall be permitted as 30 accessory uses within the Historic Kempsville Area Overlay District. 31 32 (c) Conditional uses.
