A balance of$5.5-Million is available from the first round of CARES Act Funding: Additional Fiscal Relief ■ Various programs in place with updates provided in September 1 presentation. - Dedicated reserve of$5.5 million still yet to be allocated from first round of CARES Act funding. ■ Request by City Council to review possible options for additional relief. ■ The following slides summarize plausible options for City Council's consideration and would be implemented with the use of local funds to maximize flexibility. ■ If Council is interested in any option, staff will work to further explore and develop an implementation strategy and reengage City Council with a request to align funding for the program. 10 September 22, 2020 35 CITY MANAGER'S BRIEFINGS INTERIM FINANCIAL UPDATE/CARES ACT ITEM#70860 (Continued) The remaining slides provide options of additional fiscal relief for consideration: Timeframe, Relief Categories, & Service Delivery Considerations • Near term relief and one-time initiatives: - Specific Services Delivered via Non-profit Organizations - Financial Assistance • Delivered via City Department(Human Services, etc.) • Delivered via Non-profit Organizations ■ Long term relief and on-going initiatives: - Real Estate Tax - Personal Property Tax The next several slides provide Near Term Relief& One-Time Initiatives for consideration: Near Term Relief & One-time Initiatives Direct Service Delivery September 22, 2020 36 CITY MANAGER'S BRIEFINGS INTERIM FINANCIAL UPDATE/CARES ACT ITEM#70860 (Continued) Food Services Acquire additional provisions of food for residential pickup or on-site consumption,or initiate a home delivery service Delivery Options: Non-profit entity partner(s) Pros: Cons: • Provides tangible assistance to citizens ■ If Food service program is a pick-up in need in an area of acute demand or eat-in option, participation by • Could bolster existing programs created those with limited access to by the US Department of Agriculture transportation could be an issue. designed to link farmers and food banks • May assist local farmers depending on the source of products("keep it local" provisions may be considered as part of the agreement) 13 Wi-Fi Hotspot for Internet Access Department of Libraries and Schools have collaboratively worked to provided internet access to the best of their ability;however, some households are still on the waiting list for access to devices.
