AW M I N U T E S VIRGINIA BEACH CITY COUNCIL Virginia Beach, Virginia November 30, 1987 The JOINT BUDGET WORKSHOP of the VIRGINIA BEACH CITY COUNCIL and the VIRGINIA BEACH SCHOOL BOARD was called to order by Mayor Robert G. Jones in the Conference Room, City Hall Building, on Monday, November 30, 1987, at 3:00 P.M- Council Members Present: Albert W. Balko, John A. Baum, Robert E. Fentress, Barbara M. Henley, Mayor Robert G. Jones, John D. Moss, Nancy K. Parker, Vice @layor Meyera E. Oberndorf and John L. Perry Council Members Absent: Harold Heischober and Reba S. McClanan School Board Members Present: Superintendent of Schools - Dr. James E. Melvin Robert W. Clyburn, A. Andrew Ege, Jr., John A. Fahey, James N. Fletcher, Gerald G. Gibbs, Robert W. Hall, M. Boyd Jones, Ulysses V. Spiva, FLoyd E. Taylor and Laura M. Tebault School Board Members Absent: Burton G. Campbell - 2 - VIRGINIA BEACH CITY COUNCIL VIRGINIA BEACH SCHOOL BOARD JOINT BUDGET WORKSHOP November 30, 1987 3:00 P.M- ITEM # 28429 The City Manager, Aubrey V. Watts, Jr., introduced E. Dean Block, Assistant City Manager for Budget And Evaluation, who reiterated five points of the FY 1988-89 BUDGET: Realism in a Changing Environment Slower Rate of Growth in Revenues Numerous Commitments in the form of Capital Construction and Mandates related to new legislation and activities called upon by other levels of government. Initiatives to Restrain expenditures through Budgeting Process Overall need for balance and moderation E. Dean Block advised amon.@ other techniques utilized in the overall Budget Process, Program and Performance Budgeting are included. TARGETS are also assigned to Departments. Those TARGETS encompass approximately 3 to 5% above last year's adjusted Budget. This includes provisions for Merit Increases for City Employees. This is a "no new positions", "no new equipment" environment. The Staff has also indicated to Departments to freeze overtime and specifically assigned a reduction in training conferences of 5%. The City Manager introduced Dr. James E. Melvin, Superintendent of Schools. Dr. James E. Melvin reiterated four main points: 1. Comprehensive Planning Approach 2. Enchanement of Communication between the School Board and the City Council. 3. Equity among Schools. 4. Concern for Students liat risk" Specific recommendations will be made to the School Board at the January 7, 1987 WORKSHOP. City Council shall receive a copy of these recommendations. The City Manager has requested the Board forward the FY 1988-89 OPERATING BUDGET to him by March 8, 1988, in order to adhere to an April First deadline. The School Board will endeavor to comply with this request. The School Board staff has commenced the Budget Process. Courses of action taken by the General Assembly will obviously impact the School Board significantly, both in terms of required programs and available resources. The Board has elected to have all of its schools accredited by the Southern Association of Colleges and Schools (SACS). - 3 - VIRGINIA BEACH CITY COUNCIL VIRGINIA BEACH SCHOOL BOARD JOINT BUDGET WORKSHOP November 30, 1987 ITEM # 28429 (Continued) Of paramount significance are state mandates related to teacher salaries and Standards of Quality (SOQ) requirements During the current Biennium, ending June 30, 1988, school divisions in Virginia were directed to raise teacher salaries by an average of 10 percent for each year. The School Board is awaiting new direction from the state concerning teacher salaries for next year. Under state accreditation standards, the City must have approximately 90 elementary school guidance counselors. At the Federal Budget level, education appears to have survived budget cuts for FY'89. The City will not know what actual state revenues will be available until the General Assembly adjourns in March of 1988. (Copies of Dr. Melvin's remarks were distributed and are hereby made a part of the record.) Chairman Fletcher commented relative problems and opportunities. The School Board will be meeting in the next several weeks to discuss some of the initiatives of which Dr. Melvin alluded. Board Member Robert Clyburn advised relative the spirit of co-operation, particularly the Site Selection Committee. School Board Member John Fahey expressed confidence in Dr. James Melvin's understanding of the problems and the necessity to maintain accreditation. - 4 - Item II-A. ITEM # 28430 Mayor Robert G. Jones called to order the PUBLIC HEARING of the VIRGINIA BFACH CITY COUNCIL for VIRGINIA BEACH SCHOOL BOARD APPOINTMENTS in the Council Chambers, City Hall Building, on Monday, November 30, 1987, at 4:05 P.M- Council Members Present: Albert W. Balko, John A. Baum, Robert E. Fentress, Barbara M. Henley, Mayor Robert G. Jones, John D. Moss, Vice Mayor Meyera E. Oberndorf, Nancy K. Parker and John L. Perry Council Members Absent: Harold Heischober and Reba S. McClanan - 5 - Item II-B.1 ITEM # 28431 Mayor Robert G. Jones DECLARED A PUBLIC HEARING: VIRGINIA BFACH SCHOOL BOARD APPOINTMENTS Mayor Jones advised the INCUMBENTS would be first on the list of speakers and all speakers would be limited to three (3) minutes. Individuals wishing to speak on behalf of candidates will be limited to 1-1/2 minutes and placed at the conclusion of the PUBLIC HEARING. Councilman John Moss stated, pursuant to the Conflict of Interest Law and to comply with the Disclosure Requirements under Section 2.1-639-11, his wife was an employee of the School System as a School Teacher; however, her representation as a member of said group did not inhibit him from participating in this transaction fairly, objectively and in the public's best interest.
