Mayor Meyera E. Oberndorf called to order the PUBLIC HEARING of the VIRGINIA
BEACH CITY COUNCIL for the CAPITAL IMPROVEMENT PROGRAM FY 1991-1992 - 1995-
1996 in Princess Anne High School, on Thursday, September 26, 1991, at 7:00
P.M.

Mayor Meyera E. Oberndorf DECLARED A PUBLIC HEARING:
CAPITAL IMPROVEMENT PROGRAM
FY 1991-1992 - 1995-1996
The following spoke expressing their concerns relative various issues:
John D. Moss, 4021 Glen Road, Phone: 498-0318, advised the CIP was made public
on September 17, 1991; however, the Public Hearing is being held only nine
days later. The Proposed CIP is unrealistic in terms of its affordability and
reflected misplaced priorities. A copy of Mr. Moss's remarks are hereby made a
part of the record.
Cheryl Tokac, 1904 Eastbourne Drive, Phone: 486-0202, President of the Virginia
Beach Education Association. Mrs. Tokac expressed OPPOSITION to cuts in the
Capital Improvement Program for the public schools.
Terry Elliott, 924 Fernridge Road, Phone: 468-2182, spoke relative Princess
Anne Plaza drainage. Mr. Elliott urged full funding of drainage projects in
Princess Anne Plaza.
Michael J. Barrett, 2101 Parks Avenue, Phone: 481-6388, represented the
Virginia Beach Soccer Joint Task Force, who wished to raise $1.7-MILLION in
the private sector and give to the City to fund a Soccer complex. Soccer is
the single largest youth sport in Country, State and Local area in player
participation. Mr. Barrett requested 50-100 acres of land central to the
majority of population base. The proposal for the Virginia Beach Soccer
Complex is hereby made a part of the record.
Gerret Benson, 906 Valhalla Arch, Phone: 422-1568, also represented the
Virginia Beach Soccer Joint Task Force.
Cheryl Pettigrew, 308 Swordfish Lane, Phone: 426-5221, represented FRIENDS OF
BACK BAY/SAVE OUR SANDBRIDGE. Sandbridge has only 1,267 full time year-round
residents; however, the proposed CIP would drastically change the character of
Sandbridge, a small residential beach community. Mrs. Pettigrew spoke in
OPPOSITION to Sandbridge Sewers and proposed Ferrell Parkway.
William E. Rachels, Jr., 11A 79th Street, Phone: 628-5568, represented CIP
Project #2-178, Page 15 concerning Stormwater Management. This would provide
for a correction to the situation existing for approximately 15 years at the
end of 79th Street. A pipeline would be placed at the end of 79th Street to
handle the stormdrain water which now dumps onto the sand. Photographs
depicting the situation are herby made a part of the record.
There being no further speakers, the Mayor CLOSED the PUBLIC HEARING.
