Resolution approving the issuance of Industrial Development Revenue and Refunding Bonds In a combined amount not to exceed $9,950,000 to assist Regent University to finance the construction and related costs of student housing facilities; and, to refund the balance of the Vlrginia Beach Development Authority's 1984 bond Issue to Regent University for existing student housing facilities. 2. Ordinance declaring a water shortage EMERGENCY; and, authorizing the City Manager to ORDER the prohibition or restriction of certain uses of the water supply. 3. Ordinances to AMEND and REORDAIN the Code of the City of Virginia Beach, Virginia: a. Section 2-85 re annual leave of City employees. b. Chapter 2, Article 111, Division 2, ADDING Section 2-109.1 re merit leave for City employees. c. Sections 2-129, 2-132, 2-133, 2-134, 2-136 and 2-237 re grievance procedure. d. CONSENT AGENDA All matters listed under the Consent Agenda are considered in the ordinary course of business by City Council and will be enacted by one motion in the form listed. If an item is removed from the Consent Agenda, It will be discussed and voted upon separately. 1. Resolution accepting the policy recommendations of the Virginia Beach Perinetal Task Force as guidelines addressing the perinatal problems among the City's Indigent residents; and, authorizing the City Manager to proceed with development of a plan for Implementation of those recommendations. 2. Ordinances to AMEND and REORDAIN the Code of the City of Virginia Beach, Virginia: a. Chapter 21, Sections 21-116, 21-150, 21-271, 21-273, 21-274, 21-312, 21-340, 21-342 re motor vehicle and traffic code. b. Chapter 33, Article 11 re work on, over, under or affecting streets. 3. Ordinances, upon FIRST READING, to APPROPRIATE re FY 1991-92 School Budget Funds: a. Cafeteria Enterprise $13,531,790 b. Grants $10,502,760 c. Textbook $ 2,490,900 d. Athletic $ 302,680 4. ordinances to TRANSFER within the FY 1990-1991 Operating Budget: a. Public Works: 1. $150,000 to cover a deficit in the Solid Waste Division In solid waste collection. 2. $135,000 to cover a deficit in the Traffic Engineering Division's electrical charges accounts. b. Social Services: 1. $95,000 for increased Day Care costs. c. Emergency Medical Services: 1. $50,000 of various Departmental City Garage Charge Accounts to address expenditure needs for City Garage service. d. Health: 1. $40,000 to provide the City's share of costs for a Pilot Resource Mothers Program and for evaluation of the Pilot Program. 2. $3,609 to provide a Grant to the Beach Health Center. e. General Services: 1. $28,000 to eliminate an anticipated deficit due to overtime and City Garage charges. 5. Ordinance to TRANSFER $50,000 from Holland Road Phase [V (2-901) to the Various Cost Participation Improvement Projects (2-837) to provide sufficient funds fo award a contract for work in the 100 Block of 79th Street. 6. Ordinance appolnting viewers in the petition of Helen Leimbach Foos and Harold J. and Heidi S. Levinson for the closure of portions of a fifteen (15)-foot alley In Croatan, adjoining Lots 7, 19, 4, 5, 16 and 17, 6 and 18, Block 23 (LYNNHAVEN BOROUGH).
