TO APPEAR BEFORE YOU IN BEHALF OF THE MANY THOUSANDS OF AREA CITIZENS WHO
OPPOSE THE UNACCEPTABLE HUMAN EXPERIMENTATION BEING CARRIED ON AT THE
EASTERN VIRGINIA MEDICAL SCHOOL UNDER THE NAME IN VITRO FERTILIZATION°
THIS HEARING IS BEING HELD BECAUSE OF A FUNDAMENTAL PRINCIPLE OF THE
DEMOCRATrC PROCESS, AND THAT IS THE RESPONSIBILITY AND ACCOUNTABILITY OF
PUBLIC INSTITUTIONS AND THEIR ADMINISTRATORS TO THE CITIZEN ELECTORATE°
THERE HAS BEEN AN ALMOST TOTAL BREARI)OWN OF THAT PRINCIPLE AS IT RELATES
TO THE ESTABLISHMENT OF THE SO-CALLED TEST TUBE BABY CLINIC BY THE
EASTERN VIRGINIA MEDICAL SCHOOL. THAT SPECIAL INTEREST PROJECT OF A FEW
VERY POWERFUL MEMBERS OF NORFOLK'S MEDICAL ESTABLISHMENT WAS RAMRODDED
INTO EXISTENCE OVER THE STRONG OPPOSITION OF AN OVERWHELMING MAJORITY
OF OUR CITIZENS°
WE, THE PEOPLE, ARE BEING FORCED TO PAY FOR THAT PROJECT WHICH IS
NOT ONLY AN OFFENSE TO THE SANCTITY OF HUMAN LIFE BUT HIGHLY CRITICIZED
IN THE MEDICAL AND SCIENTIFIC COMMUNITIES° WE ARE BEING FORCED TO PAY
BECAUSE THE CITY OF VIRGINIA BEACH IS FUNDING THE MEDICAL SCHOOL WITH
OUR TAX DOLLARS. ALTHOUGH THE MEDICAL SCHOOL OFFICIALS HAVE DENIED THE
PROJECT IS OF ANY COST TO ANYONE EXCEPT THE PATIENTS THEMSELVES,

NOT EVEN A REPORTED PREGNANCY° IF NOTHING MORE, IT REPRESENTS AN ARROGANT
WASTE OF SCARSE MEDICAL RESOURCES AND A CALLOUS DISREGARD FOR THE CONCERNS
OF THE PEOPLE.
AT LAST COUNT, ABOUT THREE THOUSAND AREA RESIDENTS HAD SIGNED THE PETITION
WHICH I AM PRIVILEGED TO PRESENT° IT ASKS THAT YOU MAKE CONTINUING FINANCIAL

We believe the citizens and School Board of Virginia Beach
consider a ranme of subjects, broader than reading, writing,
and arithmetic, essential to the shapin~ of our young people.
Subjects, and pro~rams, such as art, music, home economics,
industrial arts, forei;n language, Summer school, adult
education, drivers education, gifted, and the accelerated and
remedial subjects. Each subject and program is necessary and
essential to a certain ~roup of citizens--but,
and unessential to another group of citizens.
If full fundin~ is not available, and pro~rams
what Justifies one subject or promram over another;
equally unnecessary
need to be cut,
thereby,
Justifin~ one proud of citizens over another? If the School Board
char~es full cost for programs, what happens to the concept of
"free public education" Riven us by the Code of Virginia? Will
we still be a public school system? Will essential programs
exist only for those who can afford them?
We are confident that the School Board has exhausted all
avenues of savin~ before nresentln~ the budget to Council. If the
School Board thought it could hold qualified teachers and classified
personnel with lower raises, it would have presented that package
to ~ouncll. The fact is, the School Board cannot hold onto
competent teachers and competent classified personnel if it cannot
pay them a salary comparable to that in the private sector.
There are over 300 clerical employees who are each a vital
~ar~ of the school system. They are a vital li~ between administration
and the teachers, the students, the parents, and the community.

It is too costly to the taxpayers to train clerical employees, only
to have them leave the system before the School Board receives the
rewards of that training. That is exactly what is happening.
Too many qualified, competent, expert clerical employees are
leavln~ the school system to take Jobs with the city government,
the federal ~overnment, and the private sector at higher salaries.
The Virginia Beach School Board has always had the taxpayers
in mind when making budget requests. It has proved prudent and
capable for many years. We have all trusted its Judgment.
Many hours have been spent preparing the proposed School
Board budget. The monies requested are needed to continue the
quality education the citizens of this city want--and more
importantly, deserve!
