Dear Council !Iembers:
As prescribed by @-ection 2-9 of the Code of the City of Virginia
Beach, I am requesting that City Council have a Special Meeting on
April 30, 1980, at 2:00 p.m., in the Council Chambers of the City
Hall Building, Municipal Center.
This meeting will be for the purpose of a public hearing for
the Operating Budget for FY 1980-81.

Two o'clock in the afternoon
The Special Meeting of the Council of the City of Virginia Beach, Virginia, was
called to order by Mayor Patrick L. Standing, in the Council Chambers, in the
Administration Building, on Wednesday, 30 April 1980, at two o'clock in the
afternoon, for the purpose of holding a Public Hearing on the proposed Budget
for fiscal /ear 1980-81.
Council Members Present:
George R. Ferrell, Barbara M. Henley, Donald W. Merrick, Meyera
E. Oberndorf, J. Curtis Payne, Roger L. Riggs, and Mayor Patrick
L. Standing.
Council Meribers Absent:
John A. Baum, F. Reid Ervin, Clarence A. Holland*, and Vice
Mayor J. Henry McCoy, Jr.

Mayor Standing requested the City Clerk to call the persons wishing to spf'ak
regarding the public hearing.
Orr@' S. 'ot ti@n,ham, 1505 Amberly Forest Road, requesting Council increase from
t.n percent 10%) to at least fifteen percent (15%) to twenty percent (20%) the
funds planned for the Department of Economic Development's budget appropriations.
Mrs. Laura Lee Grimm, President, Virginia Beach Education Association, requesting
adoption of the School Board budget and protection of the School Board budget
should impact aid be cut by the Federal Government.
P,obert Engasser requesting Council abolish the Utilit,/ Tax, and to experi,,ien,
with one 1 week trash collection.

Jack Robertson, President, Library Board, requesting Council approve an expenditure
of@210,000 for an Automated Circulation System.
R. Dean Lee requesting an increase in Reserve for Contingencies.
Mr. Irving Douglas, 537 Prince of Wales Drive, President of the King's Point
Civic League and Chairman of the Budget Review Committee for the Council of
Civic Organizations, suggested a thirty percent(30%) reduction in personnel
and a forty percent (40%) reduction in Capital Outlay; and, requesting
information regarding large expenditure for Mosquito Control.
It was the concensus of Council to take all suggestions under advisement for
discussion during the Budget Briefing Session to be held Friday, 2 May 1980
at 6:00 p.m.

Councilman Holland referenced a letter received from Councilr@ian 'Lrvin regarding
proposed budget cuts.

Upon motion by Councilman Payne, seconded by Councilman Ferrell, and by ACCLAMATIot4,
the meeting adjourned at 3:45 p.m.
