Previous to Call to Order, Councilman Merrick asked that Council's
attention be given to the information board on which was posted
the date of April 23, 1980 when the Virginia Department of High-
ways and Transportation will hold a meeting in Suffolk, Virginia,
to determine what the State has planned relating to interstate
roads and local priorities for urban roads.
Councilman Merrick asked that the City Manager give direction to
Council as to what priorities are proposed for the City of Virginia
Beach in order that Council may give due consideration and advise
the City Manager previous to his presentation which priorities are
established by this Council.
The City Manager advised Council that the State Delegates, Congress-
ional and State representatives, have been contacted. Delegate
McClanan has indicated he will attend and support the City in its
established priorities.
Vice Mayor McCoy stated he had attended this meeting previously and
intended to do so again this year. He suggested to the Mayor and
City Manager that the City's Highway Committee be given information
and that they meet with the City Manager previous to the scheduled
April 23rd meeting.
The REGULAR BRIEFING of the Honorable City Council of the City of
Virginia Beach, Virginia, was called to order by Mayor Patrick L.
Standing, in the Council Chambers, Administration Building, Monday,
7 April 1980 at one o'clock in the afternoon.

Mayor Standing entertained a motion to defer generally any items
which may be discussed on this date and to authorize the re-
scheduling of same for appropriate future action.
On motion by Councilman Riggs, seconded by Councilman Merrick,
City Council voted to defer generally any items which may be dis-
cussed on this date and to authorize the re-scheduling of same
for appropriate future action.

Prior to the scheduled agenda items, the Mayor called attention to
a letter from Councilman Ervin to Councilwoman Oberndorf and stated
the chair's concern and position.
Councilman Ervin read subject letter and stated his intent.
Councilwoman Oberndorf explained her points of concern and verified
her ruling by the City Attorney that no violation of the Freedom of
Information Act had been clear before her comments in the Executive
Session March 27, 1980.
DISCUSSION BY COUNCIL
Councilman Ervin indicated the charge that he originally brought up
was to defend the local businessmen the right to secure, in keeping
with their qualifications, the work that the City has to contract for.

City Manager introduced Mr. David Martin, President of The Martin
Agency, whose advertising proposal has been chosen by the Advertising
Selection Committee.

Members of Council unanimously agreed the presentation on the part
of The Martin Agency should be made at the close of this Briefing
rather than delay other items on the Agenda.
ITEM #14959
Grover Wright, Attorney, representing W. W. Reasor, Lakeside Con-
struction Corporation appeared for the applicant for rezoning and
conditional use permit.
Mr. Wright advised Council the intention of the applicant and what
the applicant will consent to do for the City to meet the specifi-
cations and conditions imposed.
City Council directed the City Manager to include the W. W. Reasor,
(Lakeside Construction Corporation) on the formal agenda of April
14, 1980, at which time a date for the public hearing will be con-
s id ered.
ITEM #14960
The City Manager discussed a "Memorandum of Understanding" for the
Desalting Demonstration Program and requested authorization to
sign this Memorandum of Understanding. The City Manager indicated
this does not commit them to a contract. (A copy of this "remoran-
dum of Understanding"is made a part of these proceedings.)
ITEM #14961
The City Manager discussed the purchase of the ladder truck from
Ocean Park Volunteer Fire and Rescue Squad, Inc.
City Council discussed the reasons for the purchase of this equip-
ment. The City Manager indicated he would bring to Council a
formal letter requesting the purchase of this ladder truck at a
later date.
ITEM #14962
Director of Planning, Bob Scott, discussed a proposed amendment to
Chapter 31 of the City Code relating to Borrow Pits and Erosion and
Sediment Control.
Mr. Scott indicated six areas to protect the public interest when-
ever excavation takes place. These areas were brought out in four
areas of the proposed amendment. (Amendment to Chapter 31 of the
City Code is made a part of these proceedings.)

David Grochmal, Assistant to the City Manager, discussed a proposed
Ordinance to amend and reordain Section 6-13 of the City Code,specifi-
cally:"Hobie Cats". The proposed Ordinance is made a part of these

David Grochmal, Assistant to the City Manager, read the statement
from the Governor made March 10, 1980 regarding False Cape State
Park. Mr. Grochmal discussed the three phases of development
planned to initiate at False Cape State Park. (Letter from Ben
Bolen, Department of Conservation and Economic Development/Division
of Parks,.is made a part of these proceedings).

The City Manager indicated to Council he had received Voluntary
Noise Disclosure Statements by Virginia Beach Board of Realtors
and Norfolk/Chesapeake Board of Realtors and the statements had
been reviewed by the City Attorney.

The City Manager stated that the Health Department (Administrative
Division) would be moving to the Birchwood Office Park and that
no clinic would be moved to this location.

Mr. C. Oral Lambert, Director of Public Works, discussed proposed
changes to Specifications and Standards for alternative to rein-
forced concrete pipe in City storm sewer systems. (A copy of these
proposed changes are made a part of these proceedings and will be
presented to City Council for future action.)
ITEM #14968
The City tlanager indicated the City was working with the contractors
in removing the Potters Erosion Device and will be temporarily stored
on property owned by the Mayor's family with the understanding that
the property be left as it exists. Removal is expected before May
1 5 , 1 9 8 0 .

The City Manager discussed the 1980 Water Rate Study. (A copy of
this study is made a part of these proceedings.)
