The City Attorney recommends that this item be deferred for two weeks for further study. ORDINANCES 1. General - None 2. Appropriations/Grants a. Second Readings 1. City Council is requested to approve on second reading an ordinance to appropriate $26,000 for appraisals and title reports of land in the Chesapeake Beach Area not ccyvered by the Dune Stabilization Ordinance. b. First Readings 1. Letter from the City Manager recomnending that City Council approve, on first reading, an ordinance to appropriate $500,150 for site acquisition for the Beach Maintenance Program. 2. Letter from the City Manager recommending that City Council approve, on first reading, an ordinance to appropriate funds to the City Jail for additional food costs, in the amount of $15,000. 3. Letter from the City Manager recommending that City Council approve, on first reading, an ordinance to appropriate funds for park- ing meters at the south end of the Beach Borough, in the amount of $20,000. 4. Letter from the City Manager recommending that City Council approve, on first reading, an ordinance to accept a grant totaling $2,936 from the Virginia Association of Commonwealth's Attorneys and to appropriate these funds. Bids Letter f~om the City Manager reco~ending that City Council reject all bids on Contract I - Rose Hall Office Park Site Improvements - construction of streets, storm drainage and utilities. It is reconm~ended that City Council approve the low bid of Contract II of Crowder Contracting Company, Inc. in the amount of $105,300 for construction of a sewerage pump station and force main. 3. City Code Amendments Letter from the City Manager recommending that City Council approve an ordinance to amend and reordain Sections 22-134 and 22-134.1 of the Code of the City of Virginia Beach pertaining to parking. Curtis Payne HOLIDAY PACKAGE ITEM #lp579 The City Manager indicated that in thc British Airway Holiday Packaqe, Virginia Beach is included in the package along with England, Scotland, Wales, etc. PARTICIPATION IN SPSA ITEM #10580 Mr. Durwood Curling, Executive Directpr, Southeastern Public Service Authority, appeared before Council in'the INFORMAL SESSION to discuss the Solid Waste Disposal System. This system was started in 1973, and Ohould be corqpleted in March of 1983. The system is 30% completed, a@d the $184 Million bonds will be sold soon. The plant will be located in Portsmouth, with transfer stations located in: Virginia Beach Suffolk Isle of Wright Norfolk Franklin The City Manager indicated his main c)ncerii was the Ash and Residue Agreement. As long as it is not goinj to be a financial detriment to the citizens of Virginia Beach thei the City Manaqer stated he he would recommend this system to Couicil; however, if the system is qoing to cost the citizens of this Ci--y money for the system to be regional the City Manager indicated h@ could not recommend it to Council. If the project does not work it will cost the City of Virginia Beach $600,000; however, if the system doesilwork it will cost the City of Virginia Beach nothing but its garbag@. The City Manager indicated that broc@ures and other information will be forwarded to Council at the ncxt meeting (Aoril 23, 1979). 4/ 1 6/ 7 9 - 3 - REFUSE COLLECTION ITEM #13581 The City Manager indicated that the City has been discussing means of maximum utilization of manpower. Manpower is the largest per- centage of the budget, and if the City can attempt to reduce requests for additional manpower in the future there is a possibility of having a stronger hand in controlling the budget. One way is in the garbage collection. The City has studied several alternatives in garbage collection. There is a new system which other Cities have tried, and it has been quite cost efficient as far as manpower is concerned, and that is equipping the garbage trucks with a hydraulic arm and using the trash containers that fit the arm in the commercial and residential areas throughout the City. The City will place this on a trial basis for 60 to 90 days in two residential neighborhoods and one in a commercial area. The containers rent for $1.00 per month. The director of Public Works indicated the City wishes the concurrence from Council for two pilot programs. The residential sections would be: Lake Smith Terrace Carriage Hill if the residents in those areas agree to the Program. The City would lease the cans for the residents; however, in the commercial area (Beach Borough), the merchants would have to volunteer to participate in the Program as they would have to lease their own cans. The cost would be approximately: $ 800 per month to lease - commercial area (merchants lease own cans; City leases hydraulic arm) $5,800 per month to lease - residential areas (City leases cans and hydraulic arm The City Manager further indicated that in grocery stores and super markets, the City will be notifying those individuals they will have to place their refuse in acceptable containers for trash collections. STREET NAME CHANGES ITEM #13582 The City Manager indicated that at an INFORMAL SESSION of Council he discussed street name changes in the Little Neck Area; and, further indicated that the City met with the residents informing them of the following name changes: Portion of Little Neck Road - changes to KINGS GRANT ROAD Portion of North Plaza Trail - changed to LITTLE NECK ROAD The residents in the area agree with the plan for the name changes, and indicated that, that portion of North Plaza Trail, which was unnamed, be called OXFORD DRIVE, which is agreeable with the City. The City would like to implement this as soon as possible, and notify the Post Office and the residents in the area of the name changes. -4 - FINES FOR PARKING VIOLATIONS ITEM #13583 The City Manager indicated that he forwarded a letter to Council on both the FORMAL and INFORMAL agenda regarding parking violations with a recommendation that the present rate of $5.00 to $6.00 for violation of a "no parking" sign remain the same; however, in areas that have extreme importance as far as public safety is concerned be a $10.00 fine (City-wide). MENTAL HEALTH/MENTAL RETARDATION FACILITY 22ND STREET LIBRARY ITEM #13584 The City Manager indicated that as Council is a@vare, the City has been utilizing an older structure on Atlantic Avenue over Sir Richards Rib liouse for the Substance Abuse Program. The acquisition and construction of the new Library on 19th Street makes the 22nd Street Library available; however, the City Manaqer indicated that before he could recommend the use of the old Library an appraisal was made of the property as to the value, if sold. The appraisal was less than anticipated, and it would cost more to repair then what it was appraised for, as it needs extensive renovation. Mental Health and Mental Retardation has requested they be permitted to utilize the building and consolidate all their programs on Sub- stance Abuse in one building. The City Manager would like to go ahead and authorize them to do so, and indicated further this matter will have to be brought before Council for an appropriate to renovate the building, at an approximate cost of $26,000. The Mayor suggested the City Manauer give considerable thought to locating other facilities in the @each Borough to serve the needs of the Substance Abuse program. ELECTRICAL/PLUMBING FEES ITEM #13585 The City Manager indicated he is requesting authority to increase the Electrical and Plumbing fees to be more competitive with the surrounding communities. The increase will also pay for the entire Department of Permits and Inspections, which will make that Department the only self-sustaining Department in the City. FIRST ANNUAL TRUCK RODEO ITEM #13586 The City Manager indicated the First Annual Truck Rodeo was some- thing he was very proud of. It was developed by Frank WilliaTnson, Safety Officer, Department of General Services. Mr. Williamson initiated the proqram last year with students of the heavy duty equipment operator school. Before the program was initiated, the man hours lost because of accidents, new drivers, etc., was very high. This year Mr. Williainson came up with the idea of having a Truck Rodeo for City Employees who handle heavy equipment: Refuse Collection Parks and Recreation Highways General Services Traffic Engineering Utilities Department 4/ 1 6/ 7 9 - 5- There is only suf f icient time for 50 people to be j udged in this, and approximately 250 people have been processed in the Heavy Duty Equipment School. The men, themselves, selected the drivers who would participate in the Rodeo in their division. For a cost of $500 and Frank Williamson's time, the City has developed this Rodeo situation in which the winner's division would receive a trophy. Each driver will receive a T shirt designed by a student at V-Tech. In the Program, the operator will have to go through a series of tests such as: Maneuvering, stol-)ping, getting close to the line, pulling up to a loading zone, weavinr throuqh cones, going through narrow spaces on rural roads, weather conditions, etc. DUNE ORDINANCE VIOLATION ITEM #13587 Councilman Ervin presented pictures to Council showing a man's property line, and where he had destroyed the dunes. Council directed the City Attorney to seek relieve in Court on this matter.
