3. Motion to recess into Infornal Discussion and Executive Session. Upon conclusion of the
Executive Session, City Council will reconvene in the City Council Chanbers.

a. City Council is requested to approve on second reading an ordinance appropriating
funds in the amunt of $4,951 to the Informtion Center of Hanpton Roads for certain
coirputerized co@ity resource data.
b. City Council is requested to approve on ser-ond r@ing an ordinance to accept $68,017
from STAMA and to appropriate the s@ ; and further, authorize the City Manager to
enter into the necessary agteermnts to carry out this program.
c. Letter from the City Manager rec@nding that City Council approve the low bid of
A. Stuart Bolling Conpany, in the amunt of $1,415,528, for the North Virginia Beach
Storm Drainage Project - Phase I frorn 75th Street to 82nd Street; and the low bid
of W. B. Meredith, Inc. , in the amunt of $457,000, for the purrp station; and further,
authorize the City Maxiager to enter into the necessary aueemnts to irrplemnt this
project. Rmds are available,
d. Letter from the City Manager re@nding that City Council approve the low bid of
W. M. Jordan Conipany, Inc., in the amunt of $3,417,000 for construction of the
Opera,tions ]3uilding; and further, authorize the City Manager to contract with this

authorize the acquisition of property in fee sinple for right-of-way for sewer and
Nvater for the l@light Project and the acquisition of t@rary and pernanent ease-
nients of right-of-way by agreemnt or by condemation. Funds axe available under the
Co @ity Developrmnt Program.
10. Letter frorn the City @ager rec@nding that City Council approve an ordinance to
allocate an additional position for the ity Develo@,nt Grant Program - one
l,lapping Aide III. Rmds for this position for the reminder of FY 1978 and for all
of FY 1979 are available. The present annual salary for tbis position is $8,472,
Range 38-A.

DURING THE ENSUING DISCUSSION, COUNCILMAN RIGGS OPENED FOR CONSIDERATION THE ESTABLISH-
MENT OF A SPECIAL SCHOOL TAX IN LIEU OF INCLUDING THE FUNDS FOR SCHOOL PURPOSES BEING
INCLUDED IN THE REAL ESTATE TAX, THE THEORY BEING THAT BY SO DOING, TI-E PUBLIC WOULD
BE MADE MORE AWARE OF THE HIGH PERCENTAGE OF GENERAL TAXES BEING UTILIZED FOR SCHOOL
PROPOSES.
COUNCILMAN FERRELL EXPLAINED THAT HIS EXPERIENCE WITH A SPECIAL SCHOOL TAX DURING THE
COUNTY DAYS WHEN SPECIAL SCHOOL TAXES WERE ASSESSED IN EACH MAGISTERIAL DISTRICT WERE
NOT CONDUSIVE TO A MODERN SCHOOL SYSTEM DUE PRIMARILY TO THE DIFFERING NEEDS OF EACH
SCHOOL DISTRICT. COUNCILMAN FERRELL HAS SERVED AS CHAIRMAN OF THE SCHOOL BOARD PRIOR
TO HIS SERVICE ON CITY COUNCIL AND IS COGNIZANT OF THE PROBLEMS INHERENT IN THE LACK
OF FUNDS TO PROPERLY OPERATE THE SCHOOLS.
THE CITY MANAGER EXPLAINED THE " @IIL" SYSTEM OF TAXAT10N EMPLOYED BY SONIE CITIES IN
CONSTRUCTING THEIR TAX ASSESSMENTS. THE CITY MANAGER WAS REQUESTED TO PREPARE A RE-
PORT ON THE SUBJECT TO BE SUBMITTED IN THE IMMEDIATE FUTURE FOR STUDY BY CITY COUNCIL.

PERMITS. PAVING PROBLEMS SHOULD BE REPORTED TO THE HIGHWAY SUPERINTENDENTS OFFICE

MUNICIPAL COMPLEX IS THE OPERATIONS BUILDING (A COMPOSITE PICTLIRE OF WHICH HE DIS-
PLAYED ON THE WALU) WHICH WOULD BE A FOUR STORY BUILDING BUILT IN THE FAMILIAR
WILLIAMSBURG STYLE TO MATCH THE BUILDINGS IN THE COMPLEX. IT BASICALLY WILL CONTAIN
THE PLANNING DEPARTMENT, PRINT SHOP, PERMITs AND INSPECTIONS DEPARTNIENT, DIRECTOR OF
PUBLIC WORKS, TRAFFIC ENGINEER, HIGHWAY DEPARTMENT, PUBLIC UTILITIES AND CUSTOtiER
SERVICE, ENGINEERING DEPARTMENT, REFUSE COLLECTION AND CAFETERIA. THE BUILDING WILL
BE LOCATED BETWEEN THE ADMINISTRATION BUILDING AND THE SCHOOL BOARD BUILDING. THE
TREASURER AND THE COMMISSION OF THE REVENUE, TOGETHER WITH THE TAx ASSESSORS OFFICE,
WILL BE LOCATED IN THE PRESENT ADMINSTRATION BUILDING. THE CLERK OF THE CIRCUIT COURT
WILL EXPAND INTO THE AREA BEING VACATED BY THE TREASURER AND COMMISSIONER OF REVENUE
WHICH WILL BE RENOVATED WITH TEMPORARY SUILDINGS SCING DISTROYED. COUNCIL WAS ASSURED

FOR CERTAIN COMPUTERIZED COMMUNITY
RESOURCE DATA
WHEREAS, the InforTnation Center of Hampton Roads is a regional
information system providing computerized community resource data for the
human resource agencies in the City of Virginia Beach; and
WHEREAS, the Center, due to a change in funding channels, requires
grants of funds from the localities it serves totalling $26,906, and
WHEREAS, the City of Virginia Beach, based upon its share of the
population served by the Center, has been requested to provide $4,951,
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
VIRGINIA BEACH, VIRGINIA:
That funds in the amount of $4,951 be appropriated from the Reserve
for Contingencies to the Operating Budget for the purpose of providing $4,951
to the Information Center of Hampton Roads.

WHERF-AS, the Southeastern Tidewater Area Manpower Authority
STAMA) has approved additional funding for the City's current Title I
Employment under the Comprehensive Employment and Training Act of 1973
(CETA); and
WHEREAS, the City Council on October 10, 1977, approved initial
funding for this program; and
WHEREAS, the City of Virginia Beach wishes to continue its
CETA-Title I Employment Program.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
VIRGINIA BFACH, VIRGINIA:
That additional funding from STAMA be accepted and appropriat&d

WHEREAS, in the opinion of the Council of the City of Virginia Beach,
Virginia, a public necessity exists for the construction and installation of this
important project to provide sewer and water and for other public purposes for
the preservation of the safety, health, peace, good order, convenience, moral
and welfare of the people in the City of Virginia Beach.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA
BEACH, VIRGINIA:
Section I. That the City Attorney and/or Deputy City Attorney is
hereby authorized and directed to acquire by purchase or condemnation pursuant
to Section 15.1-236, et seq. and Section 33.1-89 et seq., Code of Virginia of
1950, as amended, all that certain real property in fee simple including temporary
and permanent easements of right-of-way as shown on the plans, entitled "Plat
Showing Easement to Be Acquired Along Indian River Road, Newlight Area by the
City of Virginia Beach, Virginia," the plan being on file in the office of Real
Estate, Department of Public Works, Virginia Beach, Virginia.
Section 2. The City Attorney and/or Deputy City Attorney is hereby
authorized to make or cause to be made on behalf of the City of Virginia Beach a
reasonable offer to the owners or persons having an interest to said land, if
refused, the City Attorney and/or Deputy City Attorney is hereby authorized to
institute proceedings to condemn said property.
Section 3. That an emergency is hereby declared to exist and this
ordinance shall be in full force and effect from the date of its adoption.

WHEREAS, Section 2 of the appropriation ordinance for fiscal year
1977-1978 requires City Council approval for new personnel positions not
set forth therein.
