Standing, in the Con- ference Room, in the Administration Building, on Monday, July 10, 1978, at 10:00 a.m., for the purpose of meeting with the Personnel Consultants. Council Members present: John A. Baum, F. Reid Ervin, George R. Ferrell, Councilwoman Barbara M. flenley, Donald W. Merrick, Council- woman Ileyera E. Oberndorf, J. Curtis Payne, Roger L. Riggs, and Mayor Patrick L. Standing Council Members absent: Councilman Clarence A. Holland, and Vice Mayor J. Ilenry McCoy, Jr. ITEM #12407 Mayor Standing entertained a motion to permit Council to conduct an informal meeting to be followed by an executive session for tlie purpose of discussing the following: 1. Discussion or consideration of employment, assignment, appointment, promotion, demotion, salaries, discipline or resignation of public officers, appointees or employees of any public body. On motion by Councilman Baum, seconded bv Councilman Payne, and by recorded vote as follows: Ayes: Councilmen John A. Baum, F. Reid Ervin, George R. Ferrell, Councilwoman Barbara M. Henlev, Donald W. Merrick, Councilwoman I Meyera E. Oberndorf, J. Curtis Payne, Roger L. Riggs, and Mayor Patrick L. Standing Nays: None Absent: Councilman Clarence A. Holland, and Vice Mayor J. Henry McCoy, Jr. City Council voted to proceed into the executive session to discuss the personnel pay plan with tbe Personnel Consultants. Standing Nays: None Absent: None City Council voted to proceed into the executive session following the informal discussion. TTEM #12410 Councilwoman Henley requested Council to consider having night meetings, as is done in the Cities of Norfolk, Portsmouth and Chesapeake. After considerable discussion, Council agreed to bring the matter up in the regular session for a formal vote on holding one (1) night meeting a month, be.@inning at 5:30 p.m., for the informal session, and 7:00 p.m., for the formal meeting. This is to be on a six (6) months trial basis. 7 / I 07 8 - 2 - ITEM #12411 The City Manager stated that in conformance with Council's wishes he placed on the informal agenda an ordinance, requested by Council- man Merrick, to amend and reordain Article 11, Division 2, Section 2-25 of the City Code. The City Manager stated he did foresee some problems in the ordinance, however, not with Planning items, but with items such as the consent agenda or ordinances prepared by the City Attorney. Councilman Merrick stated he would be willing to strike "...with concurrance of three Council Members...", and have it read "The City Manager or the City Attorney is authorized to place additional matters on the agenda up to 5:00 p.m., on the Wednesday preceeding the Council meeting ITEM #12412 Councilwoman Oberndorf stated that there was an ad in THE BEACON regarding the public hearing to be held on Tuesday, July 11, 1978, by the Planning Commission. Apparently there was some misunderstanding in the wording of the ad. It was Council's understanding that the public hearing would be held to find out what the citizens wanted done with the Old Incinerator site on Laskin Road, and not for the acceptance of bids. TTEM #12413 Councilwoman Oberndorf stated that a letter was received by the Council Members regarding the holding Councilmanic elections on the even-year ballot in November, with the presidential election, etc., and the legislator wished some imput by Council Members on this matter before the end of July. Mayor Standing stated they asked each individual Council Mer@iber to give his views, however, if Council wishes, a letter can be sent to the legislator with the views of the entire Council. ITEM #12414 The City Manager stated he would like to have the opportunity to make a public presentation on tbe purchase of the County and Kempsville Utilities, The City Dianager stated that the acquisition of these two utilities would result in economies of scale in that the City would be able to maintain a city-wide system with fewer crews than those tbat would be necessitated by a large number of individually-owned sewer systems. Further, customers would have unified sewer rates, there would be one number that customers could call relative to disrupted service, treat- ment plants and lagoons could be abandoned eliminating a health hazard, and two existing law suits would be settled. In addition to purchase of the utility facilities, officials of County and Kempsville Utilities have agreed to sell approximatelv 36 acres contained within their utilitv franchise for recreational purposes for $300,000. Such recreational land will be developed from property now occupied by treatment facilities. Henley, Clarence A. Holland, Vice Ilayor J. Henrv McCoy, Jr., Donald W. Merrick, Councilwoman Meyera E. Oberndorf, J. Curtis Payne, Roger L. Riggs, and Mayor Patrick L. Standing. 7/10/78
